Scope of Work

The contractor will provide all design, labor, tools, and materials to:

  • Conduct a comprehensive survey of the existing facility PA system.
  • Design a new, all-inclusive life safety public address system compliant with VA Design Guidance.
  • Remove and replace the existing nurse call system with a new digital Networked nurse call system. This includes all components such as the headend amplifier system, speakers, conductors, and conduit throughout the facility.
  • The new nurse call system must be installable, programmable, configurable, maintainable, and manageable by local facility staff, be tamper-resistant and ligature-resistant for mental health regulations, and integrate with other hospital systems (wireless, patient bed systems). It must also support 24/7 emergency repairs from at least two existing vendors within 150 miles.

Submission & Evaluation

This is a two-phase Design-Build procurement.

  • Requests for Information (RFIs) for Phase 1 are due by April 27, 2026, at 10:00 AM EST.
  • Phase 1 Proposals are due by May 11, 2026, at 10:00 AM EST.
  • Phase 1 proposals will be evaluated to select no more than five (5) highly-rated offerors to advance to Phase 2.
  • Phase 2 will involve evaluation of technical and price proposals, with award made on a trade-off basis.
  • A bid guarantee (20% of bid price or $3,000,000, whichever is less) is required with the price proposal, along with payment and performance bonds.
  • Offerors must submit an Experience Information Sheet detailing four relevant projects, a Past Performance Questionnaire (PPQ), and an EMR Form (Experience Modification Rate must be 1.0 or less to qualify).
  • Compliance with Limitations on Subcontracting (VAAR 852.219-75) is mandatory, requiring certification that general construction contractors will not pay more than 85% of the contract amount to non-VIP-listed SDVOSB/VOSB firms (excluding material costs).
