Scope of Work

The project involves the replacement of existing steam pre-heat coils in seven air handling units (AHUs) on the 5th floor of the Syracuse VA Medical Center. Key tasks include:

• Demolition of existing steam coils and associated steam/condensate piping.
• Construction of a new water/glycol loop with two pumps and a plate and frame heat exchanger.
• Addition of a distribution pump to the boiler hot water system on the 10th floor.
• Replacement of a steam-driven condensate pump with an electric-driven system.
• Connection of three new pumps to new power feeds and variable frequency drives (VFDs).
• Replacement of three existing electrical panelboards.
• Work must conform to provided project drawings and specifications. The owner will self-perform HVAC Controls electrical work and programming.

• Proposal Submission: Electronic bids must be emailed to daniel.barone@va.gov, timestamped by February 4, 2026, 10:00 am EST. No hand-carried or mailed bids will be accepted.
• Bid Opening: February 4, 2026, 10:00 am EST, via Microsoft Teams conference call.
• Proposal Acceptance Period: 120 Calendar Days after bid opening.
• Evaluation Criteria: Award will be made to the responsible offeror based on responsiveness and responsibility.

Key Requirements & Notes

• Eligibility: Contractors must be registered in SAM.gov and verified/visible/certified as SDVOSB in vetbiz.va.gov and/or DSBS. Offerors must submit their annual Vets4212 report.
• Pre-Bid Site Visit: Strongly encouraged, scheduled for Thursday, January 8, 2026, at 11:00 am at the Irving Street Visitors Center Main Entrance.

• Compliance: Bidders must complete and submit the FAR 52.225-2 Buy American Certificate and the mandatory VAAR 852.219-75 VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction. Adherence to the Wage Determination for Onondaga County, NY is also required.
