• Gutting existing inpatient ward to concrete floor and up to the bottom of the interstitial.

• Protection of existing linen/trash chutes and pneumatic tube station shafts.

• Removal of existing exterior walls' drywall and metal studs for new insulation.

• Patching existing concrete floors, coring/cutting openings, flooring, walls, ceilings.

• Installation of manufactured and custom casework, wall and door protection, doors, windows, automatic sliding aluminum doors, transaction windows, pass-thrus.

• Installation of Division 10 specialty items.

• Relocation of pneumatic tube blower.

• Installation of ceiling-mounted patient lifts, ballistics rated construction, misc. structural steel.

• Installation of sprinklers and piping, plumbing fixtures, medical gas outlets, HVAC ducting, lighting, lighting controls, outlets, data outlets, nurse call systems, speakers, real-time location system (RTLS), surveillance cameras, and fire alarm systems.

• Replacement of air handling unit serving zones 1 & 5, and installation of a second dedicated air handling unit for the compounding pharmacy.

• Installation of new exhaust fans on the roof and associated ductwork.

• Replacement of Poz-Lok sprinklers and piping in Fire Zone 2.1a and minor replacement in Fire Zone 2.2.

• Contract Type: Firm-Fixed Price.

• Magnitude of Construction: Between $5,000,000 and $10,000,000.

• Period of Performance: Base Bid (Entire Project) is 490 Calendar Days after Notice to Proceed. Deductive alternates have shorter periods (460, 430, 400, and 370 days).

• Proposal Submission Deadline: April 14, 2026, by 1300 local time.

• Site Visit: Tuesday, March 17, 2026, at 10:00 am. Meet at VAMC Detroit, MI Bldg. 100, Engineering Conference Room LL633.

• RFIs Deadline: April 2, 2026.

• Evaluation: Award will be made based on the lowest aggregate amount for the base bid and additive/deductive line items, considering available funds and best interest of the Government.

• Bid Security: Required (Bid Guarantee not less than 20% of bid price, not to exceed $3,000,000).

• Bonds: Payment Bond required for awards over $35,000; Payment and Performance Bonds required for awards over $150,000. Due within 10 days after award notification.

• This solicitation is a 100% total set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB).

• Offerors must be certified and listed in the SBA certification database.

• Bidding materials are available only on SAM.gov.
