Contract Details

This is a Firm-Fixed-Price contract. The estimated construction magnitude is between $2,000,000 and $5,000,000. Offerors must provide a Bid Guarantee (SF 24) of not less than 20% of the bid price, not to exceed $3,000,000. The apparent awardee will be required to furnish a Payment Bond (SF 25A) and a Performance Bond (SF 25). Offers are valid for 120 calendar days.

Submission & Evaluation

Proposals are due by July 1, 2026, at 3:00 p.m. EST. Submissions must be provided on Compact Disks (CDs) and in hard copy format, divided into two parts: Technical Proposal (including Past Performance) and Price Proposal. The evaluation will use a Best Value Tradeoff Method, where Technical Construction Management Capability and Past Performance are significantly more important than Price. Offerors must provide pricing for all line items. A pre-proposal site visit is scheduled for Wednesday, June 3, 2026, at 2:00 p.m. at the VA Medical Center, Engineering Building 7. Requests for Information (RFIs) must be submitted in writing by June 12, 2026, at 4:00 p.m. EST to Rebecca.Besten@va.gov.

Eligibility & Requirements

This is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Offerors must be registered in SAM.gov and verified in the VA's CVE database. The applicable NAICS Code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million. Bidders must complete and submit the VAAR 852.219-75 Certificate of Compliance for Services and Construction regarding subcontracting limitations (General Construction: max 85% to non-VIP-listed SDVOSBs/VOSBs, excluding material costs). Compliance with the Davis-Bacon Act prevailing wage rates for Harrison County, WV, is required. A Past Performance Questionnaire must be completed by references and submitted by the proposal due date.
