• Performing all work without disrupting Medical Center operations, primarily during normal business hours (8:00 a.m. - 4:30 p.m., M-F, excluding Federal Holidays). Authorization is required for other hours.
• Providing dumpsters and removing all construction debris off-site.
• Adhering to manufacturer recommendations, applicable codes, and VA Ann Arbor building standards. Detailed technical specifications (Volumes 1 & 2) cover electrical, plumbing, HVAC, electronic safety/security, concrete, masonry, finishes, and critical radiation protection requirements. Architectural drawings provide specific details on demolition, new construction, phasing, lead shielding, and infection control barriers. • Eligibility: Offerors must be registered in SAM.gov and verified in the SBA's VetCert database.
• Required Submissions: SF 1442, Bid Schedule, acknowledgment of amendments, SF 24 Bid Bond, Annual Representations and Certifications, Contractor Experience Modification Rate (EMR) Certification, and VAAR 852.219-75 Certificate of Compliance. Failure to submit the VAAR 852.219-75 certification will result in rejection.
• Financial Requirements: A Bid Guarantee (not less than 20% of bid price, max $3,000,000) is required. Performance and Payment Bonds are mandatory for awards over $35,000 and $150,000, respectively.
