Project Scope

The contractor will furnish all labor, materials, supervision, and equipment for the site preparation. This includes reconfiguring Nuclear Medicine Clinical spaces (D758 & D759), modifying walls, floors, utilities, and support elements, creating patient uptake rooms, and ensuring physical security compliance. All work must be performed without disrupting Medical Center operations, primarily during normal working hours (8:00 a.m. - 4:30 p.m., Monday-Friday, excluding Federal Holidays). The contractor is responsible for providing dumpsters and removing all construction debris off-site. Work must comply with manufacturer recommendations, applicable codes, and VA Ann Arbor building standards. Detailed architectural drawings and technical specifications (Volumes 1 & 2) are provided, including requirements for radiation protection, electrical, plumbing, HVAC, and electronic safety and security systems.

Contract Details

This will be a Firm-Fixed-Price contract with a Period of Performance of 120 calendar days. The Magnitude of Construction is estimated between $1,000,000 and $2,000,000. A Bid Guarantee (not less than 20% of bid price, not to exceed $3,000,000) is required, along with Performance and Payment Bonds for awards over $35,000 and $150,000, respectively.

Eligibility & Submission

This acquisition is a 100% set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). Offerors must be registered in SAM.gov and verified in the SBA VetCert registry at the time of bid submission. The NAICS Code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45 million. Sealed offers must be submitted to the address specified in Block 8 of SF 1442 by 11:00 PM EST on February 17, 2026. Required submission documents include SF 1442, Bid Schedule, acknowledgment of amendments, SF 24 Bid Bond, Annual Representations and Certifications, Contractor Experience Modification Rate (EMR) Certification, and the mandatory VAAR 852.219-75 Certificate of Compliance. For General Construction, the contractor must not pay more than 85% of the government-paid amount to firms that are not certified SDVOSBs or VOSBs.

Site Visit & Questions

A site visit was scheduled for Thursday, January 22, 2026, at 2:00 pm, meeting at Bldg. 3, Conference Room. Requests for Information (RFIs) were due by January 29, 2026, and had to be submitted via email to Leland.Ruedel@va.gov with the subject line 'RFI # – 36C25026B0022 Project 506-CSI-133'.

Important Notes

Bidding materials are available only at SAM.gov. The Wage Determination MI20250100 for Washtenaw County, Michigan, applies, requiring compliance with the Davis-Bacon Act. The Buy American Act (FAR 52.225-9 & -10) also applies.
