This is an Invitation for Bid (IFB) for the construction of a new Chiller Plant at the Wilkes-Barre VA Medical Center (VAMC). The project aims to provide a complete and functional new Chiller Plant, incorporating energy efficiency, in accordance with VA requirements, industry standards, and applicable codes.

• Construction of a building addition.

• Installation of three chillers and cooling towers.

• Installation of backup diesel generators with fuel storage.

• Relocation of a bulk oxygen tank.

• Parking realignment and site access modifications.

• Installation of associated utility support systems.

• All work must comply with VA requirements, industry standards, and Federal, State, and Local regulations.

• Project completion is required within 600 calendar days after receipt of Notice to Proceed.

• Contract Type: Firm Fixed Price.

• Estimated Value: Between $10,000,000 and $20,000,000.

• Award is subject to the availability of FY26 funds.

• Award will be made based on Price only, following FAR Part 14 IFB procedures.

• Solicitation documents, drawings, and specifications will be available on SAM.gov on or about February 24, 2026.

• Bidders are responsible for monitoring SAM.gov for the release and any amendments.

• A pre-bid organized site visit is strongly encouraged.

• All requests for information or questions must be submitted in writing via email to Stephen.Gulotta@va.gov by the date specified in the solicitation.

• Bid Guarantee: 20% required.

• Performance and Payment Bonds: 100% required.

• This opportunity is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Contractors must be registered in the System for Award Management (SAM) database and VETCERT at www.SBA.gov at the time of offer and award.

• SDVOSB Contractors must meet OSHA/EPA requirements and be in compliance with VAAR 819.7003.

• Small business size standard for NAICS Code 236220 is $45 million.

• No paper copies of the solicitation or amendments will be provided; bidders must download their own copies from SAM.gov.

Request for Information (RFI)

This RFI is for planning purposes only to conduct market research regarding the "Construct Chiller Plant" project (Solicitation Number: 36C24426B0002) at the Wilkes-Barre VA Medical Center. The government is assessing contractor availability and will determine future competition strategy based on responses.
