Eligibility & Submission Requirements

This is a 100% SDVOSB Set-Aside. Offerors must be SBA-VetCert VERIFIED (VISIBLE and VERIFIED) at the time of bid submission; failure to do so will result in a non-responsive bid. Required submissions include a Bid Guarantee (20% of bid price or $3,000,000, whichever is less) and, for the awardee, Performance and Payment Bonds. Bidders must also comply with the "Special Standard of Responsibility," including demonstrating an Experience Modification Rate (EMR) of 1.0 or less and affirming no more than three serious OSHA/EPA violations in the past three years. Compliance with Limitations on Subcontracting (VAAR 852.219-73) and submission of the associated certificate (VAAR 852.219-75) are mandatory.
