This notice is for market research purposes to identify qualified sources capable of providing repair services for exterior finishes at the Fresno VA Medical Center, specifically for Building 1 and the Outpatient Clinic (OPC). • Bonding capability (per contract and aggregate).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for comprehensive exterior repairs and upgrades to various buildings and facilities at the Fresno VA Medical Center.

• Scope 1 - Building 1 and OPC Envelope Repairs: Comprehensive exterior envelope repairs for Building 1 and associated OPC elements, including cleaning, inspection, and targeted repairs to terra cotta cladding, stucco, concrete, fenestration, louvers, sunshades, awnings, and EIFS assemblies to restore safety, weather resistance, and durability.

• Scope 2 - Building 1, OPC, OPC 2 Glazing: Replacement and upgrade of glazing systems at Building 1, OPC, and OPC2 to improve energy performance, safety, and operational reliability. This includes selective demolition of existing windows and storefronts, and installation of new high-performance insulated glazing units with integral blinds.

• Scope 3 - Roof Repair of Lower Roof of OPC & West Wing Building 1: Targeted repairs to address active leaks and restore watertight performance on the lower roof areas of the OPC and West Wing of Building 1. Work includes cleaning, debris removal, leak investigation, and replacement of roofing membranes, insulation, and flashings.

• Scope 4 - Stair Access from OPC to Building 1 Chapel Roof: Construction of new code-compliant stair access from the OPC to the Chapel Roof of Building 1, including selective demolition, structural platform framing, and installation of galvanized steel stairs and platforms.

• Scope 5 - Repair Storefront North, South & East Demolition Vestibule Building 1: Phased repair and replacement of vestibule entrance components at Building 1 to improve durability, energy performance, and life-safety, while maintaining continuous egress.

• Scope 6 - OPC Ballast Roof Replacement (Add Alternate 1): Complete removal and replacement of the existing ballast roof system at the OPC facility with a new fully adhered single-ply roofing system.

• Scope 7 - Building 1 West Wing Roof, Bridge Roof & Chapel Roof Replacement (Add Alternate 2, 3): Full replacement of existing roofing systems at Building 1 West Wing, Bridge Roof, and Chapel Roof with new fully adhered single-ply roofing systems.

• Work must use compatible materials and follow applicable industry standards.

• Repairs will be flood tested to verify effectiveness and ensure long-term watertight performance.

• Infection control and insect control measures must be maintained.

• Phased construction to limit roof exposure and maintain building operations.

• Project site: Fresno VA Medical Center, Fresno, CA.

• Contract duration: 330 consecutive calendar days from Notice to Proceed.

• Normal work hours: 8:00 AM to 4:00 PM, unless otherwise noted.

• Contractor must comply with facility and City of Clovis standards for safety, security, SWPP, and dust control.

• Contractor must obtain and pay for San Joaquin Air Pollution Control District permit.

• Submittals, RFIs, and RFDs have specific timeframes for submission and response.

• Progress payments are contingent on various items, including as-built drawings, waste manifests, certified payroll, project schedule, daily logs, and correction of deficiencies.
