Project Overview & Scope

The project entails extensive exterior repairs and upgrades to Building 1 and the Outpatient Clinic (OPC). The base scope (Scopes 1-5) includes:

  • Building Envelope Repairs: Non-abrasive cleaning, inspection, and restoration of terra cotta, stucco, concrete, fenestration, louvers, sunshades, awnings, and EIFS assemblies.
  • Glazing Systems Replacement: Upgrading existing glazing at Building 1, OPC, and OPC2 with new high-performance insulated units, including blast-resistant film.
  • Roof Repair: Targeted repairs to address leaks on the lower roof areas of the OPC and Building 1 West Wing.
  • Stair Access: Construction of a new code-compliant stair from the OPC to the Building 1 Chapel Roof.
  • Vestibule Renovation: Phased repair and replacement of the North, East, and South entrance vestibules at Building 1. Additionally, there are three add alternates:
  • Add Alternate 1 (Scope 6): Complete replacement of the OPC Ballast Roof.
  • Add Alternates 2 & 3 (Scope 7): Full replacement of roofing systems for Building 1 West Wing, Bridge Roof, and Chapel Roof.

Contract Details

  • Contract Type: Firm-Fixed-Price (FFP) Construction.
  • Estimated Magnitude: Between $5,000,000.00 and $10,000,000.00.
  • Period of Performance (PoP): The base offer (Scopes 1-5) is 330 calendar days from the Notice to Proceed (NTP). Add Alternates have separate PoPs: Scope 6 (662 days), Scope 7 Add Alternate 2 (503 days), and Scope 7 Add Alternate 3 (152 days).

Eligibility & Submission

  • Set-Aside: This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerors must be verified in SAM.gov and the SBA's Small Business Search (SBS) as an SDVOSB at the time of proposal submission and prior to award.
  • NAICS Code: 236220 (Commercial and Institutional Building Construction) with a $45.0 Million size standard.
  • Evaluation: Award will be based on a best value trade-off, balancing non-priced factors (Project Schedule, Project Team and Experience, Past Performance) against Cost/Price. The combined non-priced factors are approximately equal to Cost/Price. Past performance in occupied, mission-critical, or continuously operating facilities is considered comparable to an active hospital environment.
  • Key Requirements: Compliance with Davis-Bacon Act wage rates (CA20260018 dated 5/18/2026) is mandatory. A bid bond is required with the proposal, and Performance and Payment Bonds will be required upon award. The Site Safety and Health Officer (SSHO) must be a full-time, dedicated position, separate from the Superintendent and CQC Manager. Mock-ups are required for terra cotta, stucco, and window installation. FAR Clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors) applies.
