Statement of Work (SOW) / Performance Work Statement (PWS)

To provide all labor, materials, tools, equipment, and other resources necessary for the repair and rehabilitation of potable water storage tanks at the VA Caribbean Healthcare System (VACHS).

• Perform corrosion removal and steel repairs on water tanks as identified in API 653 Inspection Reports. Repairs must use ASTM A36 steel or equivalent, with welding compliant to AWS D1.1. Steel repairs require inspection by a licensed structural engineer and NDT as per API 653. Welders must have 5 years of experience and AWS certification.

• Replace deteriorated and corroded bolts with stainless steel or galvanized hardware meeting AWWA and ASTM standards.

• Repair or replace defective nozzles, ensuring NSF/ANSI 61 certification for potable water use.

• Perform complete abrasive blasting (SSPC-SP10) of interior tank surfaces. A licensed Structural Engineer must visually inspect exposed steel post-blasting.

• Apply a three-coat epoxy lining system (primer, intermediate, finish) meeting AWWA D102 and NSF/ANSI 61 certification. Coating thickness and adhesion testing required.

• Clean and disinfect tanks per AWWA C652, including water sampling and testing by a certified laboratory to meet EPA Safe Drinking Water Act standards.

• Contractor is responsible for all pre and post disinfection testing, including specific chemical and microbiological parameters.

• Protect existing TTHM system components within the tanks from damage.

• All work to be inspected by a third-party NACE-certified coating inspector.

• Compliance with AWWA D100, D102, C652, API 653, OSHA, and federal, state, and local regulations.

• Maintenance of water quality integrity throughout the repair process.

• Successful disinfection and water quality testing results meeting EPA standards.

• Adherence to specified coating dry film thickness (DFT) and adhesion testing.

• Project completion within 730 calendar days from Notice to Proceed.

• Worksite is the VA Caribbean Healthcare System (VACHS).

• Tank repairs should be scheduled outside of hurricane season peak months (August-October).

• Contractor must have at least 10 years of experience in managing construction projects of similar complexity.

• Project Manager and Superintendent must be licensed architects/engineers in Puerto Rico with at least 10 years of relevant management experience.

• A site-specific Health & Safety Plan must be submitted prior to mobilization.

• Contractor must provide supervision, labor, materials, quality control, and safety measures.

• Contractor is responsible for obtaining all necessary permits and waste disposal.

• A Waste Management Plan must be submitted for approval.

• Contractor must submit progress reports, including a summary of project status, performed activities, pending activities, and an updated schedule.

• Contractor must coordinate all utility shutdowns and medical service interruptions with the VA Project Manager with at least three weeks' advance notice.

• Contractor must submit a written QA/QC plan prior to the pre-construction meeting.

• All contractor personnel must report to VA Police Service for identification upon entering the VACHS facility and carry identification at all times.
