This is a pre-solicitation announcement for the Replacement of the B647 Roofing System at the VA Medical Center in Mather, CA (Project # 612A4-25-018). The formal solicitation documents are expected to be available around January 26, 2025.

• General construction contractor services for roofing system replacement.

• Work to be performed at 10535 Hospital Way, Mather, CA 95655.

• Project duration is approximately 150 calendar days after the Notice to Proceed.

• The magnitude of the project is estimated between $50,000 and $100,000.

• The response date is February 23, 2026, at 2 PM Pacific Time, Los Angeles, USA.

• Proposals will only be requested and accepted from certified SDVOSB contractors.

• This requirement is a total set-aside for eligible Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

• Contractors must be registered in SAM.GOV and certified by the Small Business Administration (SBA) Veteran Small Business Certification (VETCERT) at the time of offer submission and prior to award.

• Any offers received from contractors not meeting these criteria will not be accepted.

• The applicable NAICS Code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45M.

• Solicitation documents will contain all necessary proposal instructions.

Sources Sought Notice

This is a Sources Sought Notice to gather information on the availability and capability of qualified sources for a potential requirement to replace the roofing system on Building 647 at the Mather VA Medical Center. The Department of Veterans Affairs (VA), NCO 21, is conducting market research to determine the appropriate acquisition method.

• Project Name: Replacement of B647 Roofing System

• Location: Mather VA Medical Center, 10535 Hospital Way Bldg. 647, Mather, CA 95655

• Scope: Complete removal and replacement of the existing asphalt roofing system (approx. 8,500 sq ft) with a new KEE (Ketone Ethylene Ester) interpolymer roofing system.

• Duration: Project completion is expected within 150 calendar days.

• Demolition: Selective demolition of the existing roofing system, including removal of all debris and preparation of the roof surface.

• Installation: Installation of a new KEE roofing system, including a vapor barrier, insulation, 60mil or better roof membrane, replacement of 10 roof drains, pipe boots, conduit boots, strainers, clamp rings, and flashing.

• Materials: New roofing system equivalent to KEE, with specific performance properties detailed in Table 1. Substitution options must be clearly detailed.

• Ancillary Work: Repair damaged mechanical curbs, replace piping supports, install worker access walkways, and install a new roof ladder for Building 645.

• Quality Control: A 3rd party roofing inspector with at least 5 years of experience is required, along with manufacturer's representative inspections.

• Warranty: A minimum 30-year manufacturer's warranty for the KEE roofing system is required.

• Documentation: Submission of design layout, crane lift plan, maintenance instructions, and a 30-year warranty certificate.

• Statement of Capability demonstrating past performance, including FDA/NRC compliance documentation (if applicable) and examples of prior government contracts/references.

Acquisitions may be set aside for SDVOSBs/VOSBs if two or more responses with the required information are received by the due date.
