• Licensing Requirements: A specialized CSLB C-13 Fencing Contractor license is not strictly required. • Existing Curb and Post Removal: Existing fence posts are to be cut off flush with the ground. The existing footings are to remain in place. The contractor is responsible for removing and disposing of all debris to prepare for new fence installation.
• Grounding Grid and PID Wiring: Grounding components are present at the fence line. While the contractor must remove 4/0 copper ground wire from existing posts, the SOW explicitly states that grounding of the fence and gates, as well as the re-installation of Perimeter Intrusion Device (PID) wiring, are excluded from this contract. Contractors should hand dig to determine the location of grounding counterpoise, as it should not be directly below the fence line.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all labor, equipment, materials, and supervision for the demolition and installation of a new security fence at the Oakland ARTCC (ZOA) facility.

• Demolish and dispose of approximately 1120 linear feet (LF) of existing seven- to ten-foot-high Chain Link Security Fencing along the East side of the Oakland ARTCC Property line.

• Remove existing ground wires and Perimeter Intrusion Device wires from the existing fence for reuse on the new fence. Grounding and re-installation of the Perimeter Intrusion Device wiring are not part of this contract.

• Install approximately 1120 LF of new 12-foot-high Chain Link Security Fencing along the East side of the Oakland ARTCC Property line.

• The new fencing will include three strands of barbed wire above the 12-foot-high security fence.

• Install two four-foot wide by seven-foot high swing gates at locations determined by the COR.

• The demolition and replacement will be phased to maintain perimeter security, with segments not exceeding 200 LF. Temporary security measures are required.

• Fencing materials and installation must comply with specified ASTM standards, FAA Orders (e.g., FAA Order 1600.69D), and Federal Specifications.

• Workmanship must be of professional quality.

• Site must be kept clean and orderly, with all debris removed.
