Statement of Work (SOW) / Performance Work Statement (PWS)

To provide inspection, testing, and maintenance (ITM) services for all base fire protection systems, ensuring they function on demand as per UFC 3-601-02.

• Perform inspections, testing, and maintenance on various fire protection systems including:

  • Fire Detection and Alarm Systems
  • Wet Pipe Sprinkler Systems
  • Dry Pipe Automatic Sprinkler Systems
  • Deluge Sprinkler Systems
  • Pre-Action Automatic Sprinkler Systems
  • Standpipe Systems
  • Fire Pumps
  • Water Supply Tanks
  • Dry Chemical Systems
  • Emergency Lighting Systems
  • Hydrant Flow Tests
  • Egress Marking Systems
  • Fire and Smoke Barrier Opening Protection
  • Backflow Prevention Devices

• Conduct annual inspections and ITM as per specified frequencies (2-year for base bid, with options for 3, 5, or 1-year ITM).

• Inspect and test 20% of low- and high-pressure fire hydrants annually.

• Submit a Final Inspection Report within 30 days of ITM completion, detailing discrepancies, codes, buildings, systems, and recommended corrective actions.

• Period of Performance: One Base Year of 12 months and four (4) 12-month option years.

• Place of Performance: Services to be provided between 0700-1600, Monday through Friday, excluding recognized US holidays, unless the Government facility is closed.

• Personnel: Contractor employees must comply with installation regulations (fire, traffic, safety, security) and carry proper identification. They must identify themselves as contractors.

• Security: Compliance with all applicable installation/facility access and local security policies is required. Background checks are necessary for installation access. Specific training (AT Level 1, OPSEC Level I) is required within 30 days of contract start and annually thereafter, with certificates submitted within 15 days of completion.

• Key Personnel: Contractors must have NICET Level III certification in Fire Alarm Systems, Inspection and Testing of Water Based Systems, or Special Hazard Suppression Systems.

• Government Furnished: Workspace, including desk space, telephones, and computers, will be provided.

• Contractor Furnished: All other personnel, equipment, tools, and materials are contractor-furnished.

• Reporting: Inspection reports, AT Level 1 training certificates, OPSEC training certificates, and identification media are required deliverables.

• Prohibited Activities: Zero tolerance for trafficking in persons, including severe forms, procurement of commercial sex acts, or use of forced labor.

• Building 309 is under major renovation and will not be included in the Base Bid.

This Performance Work Statement (PWS) outlines the requirements for Annual Hanger Door Inspection & Repairs Services.

• Provide all personnel, equipment, tools, and materials necessary for Hanger Door Inspections Services, except for Government Furnished items.

• Services are to be performed at Hangers 305, 306, and 308.

• The PWS details specific inspection tasks for various components of hanger doors, including:

  • Mullion motors, arrestors, and weather stripping
  • Outer fabric tears
  • Wind-locks, lifting straps, cables, reels, rollers, and wear blocks
  • Electrical door components (pushbuttons, interlocks, limit switches)
  • Hoist systems (motors, brakes, belts, wire rope, mounting, drums, sprockets, counterweights)
  • Guide rails and associated hardware
  • Safety arrestors and reversing edges

• The contractor shall also check for excessive wear, corrosion, missing screws, and ensure doors operate without undue noise.

• Specific repair options are outlined for Doors 308, 306, and 305, including replacing motor brakes, control panel lights, mullion switches, proximity sensors, guide rollers, and bush button control lights.

• Period of Performance: One Base Year of 12 months, with five (5) 12-month option years.

• Place of Performance: Hangers 305, 306, and 308.

• Hours of Service: Monday through Friday, 0700-1600, excluding recognized US holidays and facility closures.

• Quality Control (QC): Contractor must develop and maintain an effective QC Plan (QCP) and obtain KO acceptance for any changes.

• Quality Assurance (QA): Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Holidays: Services shall not be performed on recognized US holidays.

• Installation Regulations: Employees must comply with all installation fire, traffic, safety, and security regulations.

• Security Requirements: Compliance with all applicable installation/facility access and local security policies is required. This includes background checks, PIV credentials (CAC), and Information Assurance (IA) training.

• Common Access Card (CAC): Required for access; involves background checks and specific application processes.

• Training: Employees must complete AT Level 1 Awareness Training, DoD IA Awareness Training, and OPSEC Training within specified timeframes.

• Physical Security: Contractor must safeguard Government property and implement key control procedures.

• Reporting: Detailed report of discrepancies within 30 calendar days of inspection completion. Contractor Manpower Reporting Application (CMRA) is required.

• Organizational Conflicts of Interest (OCI): Contractor must notify KO of any potential OCI and submit a mitigation plan.

• Phase In / Phase Out: 60-day periods are included for familiarization and transition.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) under solicitation number W50S8V-26-Q-0001. The 167th Airlift Wing, Martinsburg, WV, is seeking quotes for Fire Alarm Inspections. The requirement is designated as a Total Small Business set-aside, with NAICS code 541990 and a small business size standard of $19,500,000.00.
