Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW defines the effort required for the purchase, delivery, installation, and startup of four (4) 480VAC Uninterruptible Power Supplies (UPS) and accessories for the 555 Systems Integration Lab (SIL) Facility at Tinker Air Force Base, Oklahoma.

• Purchase, delivery, and installation of SIL Facility UPS systems.

• Material delivery is required within eight (8) weeks after award.

• Installation must be completed within four (4) weeks after material delivery.

• The standard Original Equipment Manufacturer (OEM) warranty will commence at full start-up, full operation, and full acceptance.

• Batteries will come with a full standard OEM warranty.

• Contractor shall use only new commercial parts and materials.

• All electronics hardware must be approved by a USAF Information Systems Security Manager (ISSM) representative before installation.

• Contractor shall provide nation of origin documentation for TAA compliance.

• Provide Letters of Volatility for security review of devices with internal memory.

• Documentation must demonstrate UPS systems are free of wireless data transmitting technologies (Wi-Fi, Bluetooth).

• Contractor shall perform a pre-bid site visit at their expense.

• Contractor is responsible for design/specification of UPS systems.

• Contractor is responsible for procurement, delivery, and installation of all UPS systems and components.

• Contractor is responsible for interconnections between electric safety switch/disconnect and distribution panel.

• Contractor shall supply all necessary software for a fully functioning UPS system.

• Contractor shall provide training to government personnel on UPS operation, start-up, shut-down, and maintenance.

• UPS Specifications:

  • CLIN 0001: 480VAC Delta Configuration, 3 phase, 3 wire; support 150 kVA; fit within 200" L x 42" D x 78" H; provide at least 101 minutes at 120 kVA; installation within 20 feet of shut off switch.
  • CLIN 0002: 480VAC Delta Configuration, 3 phase, 3 wire; support 150 kVA; fit within 185" L x 42" D x 78" H; provide at least 101 minutes at 120 kVA; installation within 40 feet of shut off switch.

• All UPS Branches:

  • Ethernet connection for power and status monitoring.
  • 97% Efficiency or greater for double conversion.
  • TAA Compliant Batteries (Lithium banned).
  • VRLA technology.
  • Respond to brown outs within 1/4th a Cycle.
  • Pure sine wave and surge protection (ANSI 62.41).
  • Internal maintenance bypass and graphical interface.
  • Deliveries must fit through 64" W x 80" H doors on a pallet jack.
  • Max weight per cabinet: 6,000 pounds.

• Start-up services immediately following installation.

• Verify UPS product charges to full capacity.
