This is a combined synopsis and solicitation for commercial products/services for Rental Cars for the Laughlin AFB Airshow. The government is procuring these services in accordance with FAR Part 12.

• Rental cars are required for the Laughlin AFB Airshow.

• Specific details regarding the vehicles and services are provided in the attached Statement of Work (SOW).

• The contract type will be a Firm Fixed Price purchase order.

• Period of Performance: March 25, 2026 - March 30, 2026.

• Quotes are due by 4:30 PM CST on February 27, 2026, via email only.

• Late submissions will be treated in accordance with FAR 52.212-1(f).

• Questions or concerns should be sent via email to the Points of Contact listed.

• Evaluation will be based on a Lowest Priced Technically Acceptable (LPTA) approach.

• Technical acceptability will be rated as acceptable or unacceptable.

• Price will be ranked from lowest to highest.

• The government may award without discussions.

• This acquisition is Full and Open, not set-aside for small business concerns.

• Offerors must be registered in the System for Award Management (SAM).

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the vehicle requirements for the Laughlin AFB Fiesta of Flight event.

• CLIN 001: Provision of Compact Sedans for pickup by 1600 hrs (CST) on March 26, 2026, and drop-off by 2000 hrs (CST) on March 30, 2026, at the KSAT Airport rental car location.

• CLIN 002: Provision of Minivans for pickup by 1600 hrs (CST) on March 25, 2026, and drop-off by 2000 hrs (CST) on March 30, 2026, at the KSAT Airport rental car location.

• CLIN 004: Delivery of Minivans to parking lot in front of building 211 by 1600 hrs CST on March 25, 2026, and pickup no earlier than 0800 hrs (CST) on March 29, 2026.

• CLIN 005: Delivery of Passenger Vans to parking lot in front of building 211 by 1600 hrs CST on March 25, 2026, and pickup no earlier than 0800 hrs (CST) on March 29, 2026.

• Dates range from March 25, 2026, to March 30, 2026.

• Locations include KSAT Airport rental car location and parking lot in front of building 211 at Laughlin AFB.

• The document specifies the type of vehicles, quantities, pickup/drop-off times and locations, and the number of days for each CLIN.

• Quantities are calculated as (Cars Needed x Days) and provided for Form 9.
