This document provides responses to vendor questions regarding the "FY26 Air Show Rental Vehicles" opportunity (FA3099-26-Q-0003).

• Substitute Vehicle Classes: Substitute vehicle classes are acceptable if they are of a higher tier (e.g., midsize instead of compact) and available at no additional cost to the Government.
• Insurance Coverage: Full coverage on the vehicles is preferred, as is normal on DTS. Standard commercial coverage applies.
• On-site Delivery Inspections: On-site delivery staff are not required to conduct visual vehicle inspections with the Government Vehicle POC (or COR) prior to delivery.
• Vehicle Replacement Time: Allowable time to replace an inoperable rental vehicle or address rental vehicle issues is 24 hours.
• Driver Age Requirement: All vehicle operators will meet the minimum age requirement (implicitly 25 years of age or older, based on standard rental car company policy).
• Authorized Driver List: The Government can provide a list of authorized drivers (including name and driver license number) for insurance coverage purposes.

Solicitation / RFP / RFQ

This is a combined synopsis and solicitation for commercial products/services for Rental Cars for the Laughlin AFB Airshow. The government is procuring these services in accordance with FAR Part 12.

• Rental cars are required for the Laughlin AFB Airshow.

• Specific details regarding the vehicles and services are provided in the attached Statement of Work (SOW).

• The contract type will be a Firm Fixed Price purchase order.

• Period of Performance: March 25, 2026 - March 30, 2026.

• Quotes are due by 4:30 PM CST on February 27, 2026, via email only.

• Late submissions will be treated in accordance with FAR 52.212-1(f).

• Evaluation will be based on a Lowest Priced Technically Acceptable (LPTA) approach.

This document outlines the vehicle requirements for the Laughlin AFB Fiesta of Flight event.

• CLIN 001: Provision of Compact Sedans for pickup by 1600 hrs (CST) on March 26, 2026, and drop-off by 2000 hrs (CST) on March 30, 2026, at the KSAT Airport rental car location.

• Dates range from March 25, 2026, to March 30, 2026.

• Locations include KSAT Airport rental car location and parking lot in front of building 211 at Laughlin AFB.

• The document specifies the type of vehicles, quantities, pickup/drop-off times and locations, and the number of days for each CLIN.

• Quantities are calculated as (Cars Needed x Days) and provided for Form 9.
