Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Smithsonian Institution is soliciting proposals for a Design-Build contract to construct a 2.0 Megawatt (MW) DC Solar Array System for Agrivoltaics Research at the Smithsonian Environmental Research Center (SERC) in Edgewater, MD. This project aims to create a living laboratory for agrivoltaics research and education. The estimated cost range is $5,000,000 - $10,000,000. Proposals are due Monday, June 22, 2026, at 3:00 PM ET.

Scope of Work

The project involves the design, permitting, construction, and commissioning of a ground-mounted photovoltaic (PV) system consisting of four distinct configurations (arrays) on approximately 12 acres of agricultural land. The system will support agrivoltaics research, testing various panel heights, orientations, and spacing. Key requirements include:

  • Compliance with Smithsonian Facilities (SF) Codes, NEC 2023, IEEE Std 1547-2018, UL standards, BGE interconnection, and COMAR regulations.
  • Use of US-manufactured equipment, specifically for modules and inverters.
  • Site preparation, procurement, inspection, monitoring, commissioning, and a 1-year workmanship warranty.
  • Minimizing site disturbance, preserving topsoil, and coordinating well requirements.
  • Addressing stormwater management, as the site has slopes over 10%, potentially requiring structural terraces or berms.

Contract Details

  • Type: Firm Fixed-Price Design-Build construction contract.
  • Estimated Value: $5,000,000 - $10,000,000.
  • Period of Performance: 434 calendar days from Notice-to-Proceed.
  • Options:
    • Option 1: Operation and Maintenance (O&M) of the system for one year, with up to four additional one-year extensions.
    • Option 2: Installation of an Agricultural Water Well System.
  • Subcontracting Goals: While no specific set-aside, the successful Offeror must submit a Small Business Subcontracting Plan with goals of 40% for small businesses and 7% for service-disabled veteran-owned small businesses (SDVOSB).

Submission & Evaluation

Proposals must be submitted via Dropbox by Monday, June 22, 2026, at 3:00 PM ET. Pricing information must be kept separate from the Technical Proposal to avoid disqualification.

  • Questions: Must be submitted in Word format by Monday, May 18, 2026, at 3:00 PM EST to grantca@si.edu.
  • Evaluation: "Best Value" concept, with technical factors weighted more heavily than cost. Technical factors include:
    1. Design-Build Team Past Performance
    2. Schedule and Plan of Accomplishment
    3. Concept Design Submission
  • Pre-proposal Meeting/Site Visit: Attendance at the pre-proposal meeting on May 4, 2026, is no longer mandatory for proposal submission. Informational materials (slides, video, sign-in sheet) are available.
