Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Smithsonian Institution is soliciting proposals for a Design-Build contract for SERC Solar Arrays for Agrivoltaics Research. This project involves the design and construction of a 2.0 Megawatt (MW) DC agrivoltaics system at the Smithsonian Environmental Research Center (SERC) in Edgewater, MD. The estimated value for this opportunity is between $5,000,000 and $10,000,000. Proposals are due by June 22, 2026, at 3:00 PM ET.

Scope of Work

The project requires the design, permitting, construction, and commissioning of a ground-mounted 2.0 MW DC agrivoltaics system across approximately 12 acres. The system will consist of four distinct configurations for research purposes: Traditional Single Axis Tracking (6' panel height, 20' row spacing), Elevated Single Axis Tracking (8' panel height, 20' row spacing), Wide Row Single Axis Tracking (6' panel height, 35' row spacing), and Elevated Fixed Panel (8' panel height, 20' row spacing).

Key requirements include:

  • Compliance with Smithsonian Facilities (SF) Codes, NEC 2023, IEEE Std 1547-2018, UL standards, BGE interconnection, and COMAR regulations.
  • Use of US-manufactured modules and inverters.
  • Mandatory use of BGE Interconnection Option 2 (2,000 kW AC), with a $600,000 reimbursable allowance.
  • Minimizing site disturbance, compaction, and preserving topsoil; ground screws preferred for anchors.
  • A 1-year limited workmanship warranty.

Contract Details

  • Type: Firm Fixed-Price Design-Build construction contract.
  • Period of Performance: 434 calendar days from Notice-to-Proceed.
  • Estimated Value: $5,000,000 - $10,000,000.
  • Set-Aside: None specified.
  • Subcontracting Goals: 40% for small businesses, with a subset of 7% for service-disabled veteran-owned small businesses.
  • Options:
    • Base Bid: 2.0 MW agrivoltaics system (excluding perimeter fencing).
    • Option 1: Operation and Maintenance (O&M) for one year, with up to four additional one-year extensions (solar panel washing is excluded from O&M).
    • Option 2: Installation of an Agricultural Water Well System.
    • Option 3 (Deductive): Removal of approximately 0.5 MW DC installed capacity.
    • Option 4 (Additive): Design and installation of perimeter fencing (approximately 8 feet high chain link).

Submission & Evaluation

  • Proposals Due: Monday, June 22, 2026, at 3:00 PM ET, submitted via Dropbox.
  • Questions Due: Monday, May 18, 2026, no later than 3:00 PM EST, to grantca@si.edu.
  • Site Visits: Optional site visits are available on June 9-11 and June 16-18 (by appointment).
  • Evaluation: Proposals will be evaluated using a "Best Value" concept. Technical factors (Design-Build Team Past Performance, Schedule and Plan of Accomplishment, Concept Design Submission) are weighted more heavily than cost. The Concept Design Submission must include an estimate of annual electrical energy production (kWh).
  • Important: Pricing information must be submitted separately and not included in the Technical Proposal. Offerors must acknowledge all amendments.

Important Notes

Amendment 4 deleted the permanent perimeter fencing requirement from the Base Bid and introduced additive/deductive options for fencing and capacity reduction. Amendment 2 clarified that BGE Interconnection Option 2 (2,000 kW AC) is the only option to be considered. Attendance at the pre-proposal meeting/site visit is no longer mandatory (Amendment 1). Offerors must be professional engineers registered in Maryland and hold a Class A Contractor License. Prevailing wage rates (Davis-Bacon Act) apply.
