Quick Summary
The Smithsonian Institution is soliciting proposals for a Design-Build contract to construct SERC Solar Arrays for Agrivoltaics Research (Solicitation 333302-26RF-0010008). This project involves designing and building a 2.0 Megawatt (MW) DC agrivoltaics system at the Smithsonian Environmental Research Center (SERC) in Edgewater, MD. The estimated value is between $5M and $10M. Proposals are due June 22, 2026, at 3:00 PM ET.
Scope of Work
The selected contractor will design and construct a ground-mounted Photovoltaic (PV) system for agrivoltaics research, featuring four distinct configurations, totaling 2.0 MW DC. The project will be located on approximately 12 acres of agricultural land at SERC. Key requirements include:
- Compliance with Smithsonian Facilities Codes, NEC 2023, IEEE Std 1547-2018, UL standards, BGE interconnection, and COMAR regulations.
- Mandatory use of BGE Interconnection Option 2 (2,000 kW AC) with a $600,000 reimbursable allowance.
- Equipment, including modules and inverters, must be manufactured in the United States.
- Site preparation, procurement, inspection, monitoring, commissioning, and a 1-year limited workmanship warranty.
- Adherence to stormwater Best Management Practices (BMPs) and environmental considerations.
- Professional engineers registered in Maryland and a Class A Contractor License are required.
