Quick Summary
The Smithsonian Institution is soliciting proposals for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Planned Maintenance and Inspection (PM&I) Services for approximately seventy (70) Environmentally Controlled Walk-In (ECW) Units. This opportunity is open to all businesses, regardless of size, under NAICS 236220. Proposals are due April 30, 2026, at 3:00 PM ET.
Opportunity Details
The Smithsonian Institution requires routine PM&I services for ECWs located across its facilities in Washington, DC; Suitland, MD; Front Royale, VA; Edgewater, MD; Chantilly, VA; and Landover, MD. These ECWs house critical items such as national collections, specimens, animal food, and artifacts, necessitating diverse operating conditions and mechanical systems.
Scope of Work
The contractor will provide comprehensive PM&I services, including structural, electrical, Building Automation Systems (BAS), controls, plumbing, fire caulking, insulation, humidity, heating, cooling systems, alarms, and safety mechanism maintenance. Services are required semi-annually. The contractor is responsible for supplying all labor, parts, and materials, with a $300 out-of-pocket threshold per equipment per year for replaceable maintenance materials. Beyond this, billable repair work falls under IDIQ Time & Materials. Key deliverables include evaluating ECWs, providing reports, recommendations, Rough Order of Magnitude (ROM) quotes for repairs, and maintaining an updated SI-wide inventory list and inspection reports. Response times are next business day for non-emergency calls and within 4 hours for emergencies.
Exclusions
The scope specifically excludes ECWs for Smithsonian Enterprises, NY/NJ facilities, temporary units, proprietary control equipment, Smithsonian-controlled BAS, primary chilled water systems, units under other maintenance contracts, low radiation interior inspections, and defrosting.
