This document contains responses to Requests for Information (RFIs) regarding the "355 CMS Power Receptacles" solicitation.

• RFI-0001 & RFI-0004: Clarifies that a 3P60 breaker and receptacle are needed, and the existing 30-amp disconnect may be replaced. Coordination with the Electric Shop is required for circuit breaker requests.
• RFI-0003, RFI-0010, & RFI-0013: Confirms that a time delay relay and contactor are NOT required. Standard 4-pin, Intrinsically Safe (IS) receptacles meeting specific hazardous location specifications (Class I, Div 1 & 2, Group B, C, D; Class II, Div 1 & 2, Group F, G; Class III, Div 1 & 2) are acceptable.
• RFI-0007 & RFI-0011: Regarding the existing 60-amp circuit wire, it can remain if the receptacle connection and base meet CE standards. However, the existing 60-amp, 240-volt disconnect should be replaced with a "heavy duty type" as required by DM.
• RFI-0008 & RFI-0014: Confirms that an unused breaker spot in Panel "A" can be utilized for the new 60-amp circuit, provided coordination with the Electric Shop occurs.
• RFI-0009: Requests detailed pictures of components to be removed or replaced, referencing the removal of an old 240 panel.
• RFI-0010 & RFI-0013: Addresses hazardous location requirements, confirming that standard IS receptacles are acceptable and that the area is classified as Class 1 Group C.

These clarifications confirm that standard Intrinsically Safe receptacles are acceptable, and specific components like time delay relays are not required. Bidders need to ensure compliance with hazardous location specifications and coordinate with the Electric Shop for breaker and panel work. The requirement for a "heavy duty type" disconnect is confirmed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish and install two 60 Amp, 115/230 VAC, 4-wire, 3-phase receptacles in Building 5045 at Davis-Monthan Air Force Base (DMAFB), AZ.

• Install two 60 Amp receptacles compatible with Purge Unit Plug, Cat No. CPH-6034BC.

• Receptacles shall be wall-mounted and connected to existing General Duty Safety Cut-Off Switches where feasible.

• Receptacles must be rated for Hazardous Location Class I, Group C and include delayed-action contacts.

• Remove and properly dispose of damaged or improper connectors and associated electrical components.

• Provide all necessary components for a complete and functional installation, including wiring, caps, mounting hardware, and terminal lugs.

• Ensure installation does not interfere with existing equipment or operations.

• Perform functional testing upon completion to verify proper operation.

• Submit shop drawings or specification sheets for receptacle compatibility verification.

• The project should be completed within 7 days after receiving all materials/parts.

• Installation services are to be performed between 7:30 a.m. and 3:30 p.m., Monday through Friday, excluding Federal Holidays.

• Specific workdays and times require coordination with the 355 CMS point of contact.

• Contractor employees must be certified and qualified for equipment installation.

• Proof of employee certification/qualification must be provided within one business day of request.

• Work must comply with the National Electric Code, ANSI/NFPA 70, and other applicable laws and standards.

• Trash and waste materials must be removed and disposed of at a permitted site; no disposal on DMAFB.

• Contractor employees must adhere to base traffic regulations and possess valid driver's licenses meeting REAL ID requirements.

• Contractor employees are subject to random personnel and vehicle searches.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on base.

• Contractor must comply with Controlled Unclassified Information (CUI) requirements.

• Contractor employees must safeguard all Government property and controlled forms.

• Contractor must obtain Government identification documents for all employees.

• Contractor vehicles must display the company logo on each side of the cab with at least 2" high letters.

• Government will provide electricity. Emergency services (security, fire, medical) are available via phone numbers provided.

• Beginning May 7, 2025, all visitors must possess a REAL ID for base access.
