Submission & Evaluation
Quotes must be submitted electronically via email to glenn.saddler@va.gov and michelle.rhodes@va.gov. Offerors must include an electronic copy of cut sheets/manufacturer’s specifications for all quoted items to demonstrate compliance with the Statement of Work. Strict adherence to VA Acquisition Regulation (VAAR) Gray Market Requirements is mandatory. Offerors must also complete and submit the "Buy American Certificate" (FAR 52.225-2). Evaluation will be conducted on a Lowest Price Technically Acceptable (LPTA) basis, considering technical compliance (meeting SOW specifications, delivery, and warranty) and price. The Government may evaluate only the lowest priced offeror's technical quotation first.
