Solicitation / RFP / RFQ

This solicitation is for the rental of mobile diesel generators to meet the emergency power needs of the Central Virginia VA Health Care System. The primary goal is to ensure compliance with NFPA Standards for emergency power.

• Rental of a 1500kW (1.5MW) mobile diesel generator with installation.

• Generator must carry the full hospital emergency load within 10 seconds.

• Must meet NFPA 110 compliance.

• Integrated fuel tank for 24 hours of power at 75% load.

• Specific technical requirements include multi-voltage switch, 1250 KVA, 60 Hz, 1250-gallon fuel capacity, sound attenuation, weatherproofing, and a control panel capable of paralleling within 10 seconds.

• Technical questions must be submitted in writing via email by 11 AM EST on April 24, 2026.

• Quotes will be evaluated based on Technical and Price factors, with the most advantageous quotation to the Government being selected.

• This acquisition is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors must be certified as an SDVOSB and listed in the SBA certification database at the time of offer and award.

• Compliance with Limitations on Subcontracting (LOS) for services (50% to non-SDVOSBs) is required.

• FAR clauses 52.212-1, 52.212-3, and 52.212-4 are incorporated by reference or attached.
