Scope of Work
The selected contractor will inspect and evaluate 34 BIA-owned landfills across the Navajo Indian Reservation in Arizona, New Mexico, and Utah. Key tasks include evaluating landfill covers for mandatory 30-year monitoring, photographing sites, GPS mapping landfill boundaries, and testing existing cover depths. The contractor will collect data to estimate costs for returning sites to compliance, which may involve cover repair/replacement, drainage/erosion control, and debris removal. Landfills must be categorized by type (open, closed per 40 CFR 241, closed per 40 CFR 258.60(a), or Draft Site-Specific Flexibility Guidance). An EE/CA report is required to provide cost estimates for cap repairs, closing open landfills (including recycling, screening waste, and clean closure), and evaluating closure/removal action alternatives (2-3 alternatives per site). No analytical laboratory testing or compaction testing is required.

Key Requirements & Clarifications
Contractors must have documented experience in solid waste landfill operations and closure, with demonstrated work on the Navajo Nation, applying both USEPA and Tribal Environmental Protection Agency RCRA compliance regulations.
