Statement of Work (SOW) / Performance Work Statement (PWS)

To procure the services of an experienced environmental engineer to conduct Engineer Inspections and Evaluations of 34 Bureau of Indian Affairs (BIA) owned landfills located on the Navajo Indian Reservation, and to perform an Engineer Evaluation Cost Analysis (EE/CA) for the repair/closure of these landfills. These landfills are part of the DOI Environmental Disposal liability.

• Conduct inspections and evaluations of 34 BIA-owned landfills.

• Evaluate landfill covers to include mandatory 30-year monitoring requirements.

• Photograph sites, GPS landfill boundaries, and identify cell numbers.

• Test existing cover depth using hand auger or other approved methods to ensure compliance with regulatory standards.

• Collect data to enable cost estimates for returning sites to compliance, which may include repair or replacement of existing covers, construction of drainage and erosion control measures, and removal of debris from illegal dumping.

• Categorize landfills into three types: open landfills, those closed with 40 CFR 241 Standard Covers (pre-October 9, 1997), and those closed with 40 CFR 258.60(a) Standard Covers (post-October 9, 1997), and those using Draft Site-Specific Flexibility Guidance.

• Prepare an EE/CA report to provide cost estimates for repairing caps, closing open landfills (including recycling, screening waste, and clean closure actions), and evaluating closure/removal action alternatives.

• The Period of Performance shall be 120 days from the notice to proceed.

• The work involves 34 landfill locations on the Navajo Indian Reservation in Arizona, New Mexico, and Utah.

• Contractor must have documented experience in solid waste landfill operations and closure, with demonstrated work on the Navajo Nation, applying both USEPA and Tribal Environmental Protection Agency RCRA compliance regulations.

• Contractor must prepare a work plan, work schedule, and a Health and Safety Plan (HASP) in accordance with 29 CFR 1910.120.

• Workers must have HazWOPER certification.

• Contractor must coordinate site visits with Agency BIE Facility Managers.

• All reports are property of the US Government and must be submitted as drafts for approval.

• Final reports must be signed and stamped by a Professional Engineer.

• Contractor shall maintain a daily log of all field testing, results, and project completions.
