This solicitation is a Request for Quotes (RFQ) for Nursing Home Services for eligible Veterans of the Department of Veterans Affairs (VA) in various counties within the geographical area of the Atlanta VAMC. The VA anticipates awarding multiple Indefinite Delivery Contracts (IDC) under authority 38 U. S. C. 1720. Award will be made to qualified Community Nursing Home Facilities as the need arises.

• Provide nursing home care that meets the health needs and promotes the maximum well-being of VA patients, covering total medical, nursing, and psychosocial needs.

• Facilities must have current Center for Medicare and Medicaid Services (CMS) certification and a State nursing home license.

• Ability to accept VA referrals in a timely fashion (ideally within 24 hours).

• Provide primary medical care, provider visits (minimum one per month), specialty consultations, drugs, routine supplies, laboratory, and x-ray services as pre-authorized by VA.

• Maintain current and unrestricted state license to operate as a skilled nursing facility.

• Cooperate with VA's quality improvement or quality assurance program functions.

• Cooperate with timely development of Corrective Action Plans (CAPs).

• Notify VA immediately of a Veteran's death and safeguard patient's personal effects.

• Report specific events (e.g., sentinel events, change of ownership, substantiated allegations of mistreatment) to VA within 24 hours.

• Medical records concerning Veteran's care must be readily accessible to VA.

• Payment will be made via Electronic Funds Transfer (EFT) through Tungsten Network.

• Invoices are to be submitted monthly by the 15th.

• The VA CNH Fee Schedule follows the Prospective Payment System (PPS) billing requirements, with specific exceptions detailed in the document.
