This solicitation is for the procurement of two (2) Epredia CryoStar NX70 Cryostats for the Department of Veterans Affairs. The cryostats are used to cut frozen tissue specimens and require specific technical capabilities.

• Two (2) Epredia CryoStar NX70 Cryostats.

• Ability to cut tissue specimens from 1 to 99 microns thickness.

• Touch LCD screen for critical information display and control.

• Automated and manual sectioning modes with high-quality motorized sectioning.

• Chamber capacity to store up to 32 specimens.

• Ergonomic and easy-to-use handles.

• Built-in disinfection system.

• Full range of reporting capabilities (logging, quality assessment, statutory reporting, troubleshooting).

• Audible alarms for immediate problem notification.

• Multi-axis specimen orientation.

• Onsite installation and validation.

• Comprehensive training for histology technicians and pathologists.

• 24/7 technical support via telephone, with a one-hour response time for downtime calls.

• Onsite service response within 24 hours if required.

• Replacement instrument/equipment must be received within 24 hours of onsite service arrival.

• Vendor must provide replacement parts and necessary components at no charge.

• Vendor service representatives must comply with facility requirements, potentially including background investigations.

• Compliance with VA data security and privacy regulations regarding Sensitive Personal Information (SPI).

• Contract Type: Firm-Fixed-Price.

• Period of Performance: One year from date of award (Base POP Begin: 05-15-2026, POP End: 05-14-2027).

• Quotes are due by May 11, 2026, 10:00 AM EST, via email to Kristine Woodbury (kristine.woodbury@va.gov).

• Quotes must be submitted in sections: Quote Form (SF 1449), Pricing, Representations and Certifications, Technical/Management Approach, and Past Performance.

• Technical Volume page limit: 25 pages.

• Technical questions due by May 5, 2026, 10:00 AM EST.

• Award will be based on the best value to the Government, considering Technical/Management Approach, Past Performance, and Price.

• This acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).

• Offerors MUST be verified SDVOSB vendors listed in the SBA database at the time of quote submittal and award.

• Offerors must be registered and current in the System for Award Management (SAM).

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, small business set-asides, and limitations on subcontracting.

• Specific VAAR clauses are also included, such as those pertaining to SDVOSB set-asides and electronic submission of payment requests.
