Scope of Work
The requirement is for new equipment that meets 13 specific Salient Characteristics (SCs). These include the ability to obtain biometry readings on dense cataracts, provide multiple IOL power options, perform keratometry measurements and Toric Lens calculations, compensate for motion artifact and previous refractive surgeries, and ensure DICOM compatibility. Systems must integrate with Vista/CPRS and Cerner, connect with operating room microscopes, perform corneal topography, and possess FDA 510 K approval. Only new equipment with manufacturer warranties is acceptable, and distributors must be authorized by the Original Equipment Manufacturer (OEM).
Contract Details
This will be a single award Requirements contract with Firm-Fixed Price (FFP) delivery orders. The contract will have a one 12-month base year and four 12-month option years, totaling a 60-month ordering period. Delivery is Free on Board (FOB) destination. A 3.0% Service Level Agreement (SLA) fee must be included in pricing and remitted quarterly. The NAICS code is 339112 (Surgical and Medical Instrument Manufacturing) with an 800-employee size standard.
Submission & Evaluation
Offerors must submit proposals in five volumes: Technical, Past Performance, Veterans Preference, Price, and Offer/Amendments/Certifications. The Technical volume must demonstrate compliance with all Salient Characteristics. Past Performance requires details on three contracts from the last three years, with references completing Past Performance Questionnaires (PPQs). The Price volume must adhere to ATTACHMENT A, including volume discounts and the SLA fee. All offerors must be registered in SAM.gov, and distributors must provide an OEM authorization letter.
Award will be made to the most advantageous offeror. Technical factors are significantly more important than Past Performance, which is slightly more important than Veterans Preference. Non-price factors combined are significantly more important than Price. The Government intends to award without discussions.
