Key Requirements

Offerors must provide the Zeiss® IOL Master 700 or an equal product that meets all specified salient characteristics (SCs). These include the ability to obtain biometry readings on dense cataracts, utilize specific biometry formulas (Barrett, Holladay, Hoffer, Haigis), provide multiple IOL power options, perform keratometry, calculate for Toric Lenses, compensate for motion artifact and previous refractive surgeries, ensure DICOM compatibility, integrate with Vista/CPRS and Cerner, connect to operating room microscopes, perform corneal topography, and possess FDA 510 K approval. Only new equipment is acceptable, and distributors must be authorized by the Original Equipment Manufacturer (OEM). A 3.0% Service Level Agreement (SLA) fee must be embedded in offer prices and remitted quarterly. The contract also includes a clause prohibiting racially discriminatory Diversity, Equity, and Inclusion (DEI) activities.

Submissions require five volumes: Technical, Past Performance, Veterans Preference, Price, and Offer/Amendments/Certifications. The Technical volume must include descriptive literature and a completed Salient Characteristic chart. Past performance references and questionnaires are required. Award will be made to the most advantageous offeror, considering Technical, Past Performance, Veterans Preference, and Price. Technical is significantly more important than Past Performance, which is slightly more important than Veterans Preference. Non-price factors combined are significantly more important than Price. The Government intends to award without discussions. All offerors must be registered in SAM.gov.
