This document is a combined synopsis/solicitation for commercial products/services to procure submersible PIT Scanners equipment for Reclamation's Lower Colorado River Multi Species Conservation Program (LCR MSCP). This announcement serves as the sole solicitation, and proposals are being requested. A written solicitation will not be issued separately.

• Battery Packs (7.4 volts, 30-amp hour lit) - Quantity: 8 EA

• Mini Logger (proprietary data logger) - Quantity: 8 EA

• Antenna (Double wound RFID antenna) - Quantity: 8 EA

• 3-year service and maintenance warranty - Quantity: 8 EA

• The contractor must protect all parts from corrosion, deformation, dents, dings, scratches, ruptures, breaks, punctures, abrasions, cuts, and other types of damage during storage, handling, transport, and delivery.

• Contract Type: Firm-Fixed Price

• Period of Performance: Delivery within 90 days from the date of award.

• F.O.B. Destination: Bureau of Reclamation, Yuma Area Office, Warehouse, 7301 Calle Agua Salada, Yuma AZ 85364.

• Quotes are to be submitted electronically via SAM.gov Contract Opportunities.

• Vendors must submit all data and information as required by the RFQ, including terms and conditions and evaluation factors. Failure to meet a requirement may result in ineligibility.

• The Government intends to award without discussions but reserves the right to conduct discussions if necessary.

• Quotes must be clear, concise, and include sufficient detail for effective evaluation.

• Alternate offers will not be accepted.

Notice of Intent to Sole Source

This document is a Notice of Intent to award a contract on a non-competitive basis to Marsh & Associates, LLC for Submersible PIT Scanning Units. The Bureau of Reclamation, Lower Colorado Basin (LCB) requires these units for the Lower Colorado River Multi-Species Conservation Program (LCR MSCP). The units are described as portable, fully submersible Passive Integrated Transponder (PIT) scanning units designed to read full and half duplex standard 134.2 kHz PIT tags, capable of operating in various conditions and depths up to 20 feet, and in flowing water without tethered equipment.

The government intends to solicit and negotiate with only one source under FAR 13.501 and FAR 6.302-1(c) because Marsh & Associates, LLC is stated to be the only known product that meets the specific requirements, including deployment in varied conditions, depth capabilities, and weight restrictions for boats.
