Scope of Work
The contractor will provide weekly and/or as-needed deliveries of medical-grade gas cylinders, including various compressed gases listed in the attached Price Schedule. Deliveries must occur Monday-Friday, between 9:00 AM and 3:00 PM, excluding federal holidays. Key performance requirements include:
- Supplying clean, full cylinders ready for immediate patient use.
- Responding to emergency service calls within 2 hours and non-emergency calls within 24 hours or the next business day.
- Providing onsite technical training for staff as requested.
- Ensuring all tanks and regulators meet specific safety features (e.g., single valve, rupture disk relief valve, 50 psi DISS outlet).
- Complying with Infection Control Risk Assessment, security, privacy, and safety standards.
- The contractor must provide all cylinders, with the exception of VA-owned Dewars.
Contract Details
This is a Firm Fixed-Price contract issued as a Request for Quotation (RFQ) under FAR subpart 12.6. The period of performance includes a base year with up to four (4) option years. The associated NAICS code is 325120 (Industrial Gas Manufacturing) with a 1200-employee size standard, and the FSC/PSC is 6835 (Medical Gases). Invoicing will be submitted monthly via Tungsten (IPPS), requiring contractors to be registered in VISTA.
Submission Requirements
Offerors must submit:
- A Firm Fixed Price Quote using the updated "Price Schedule - Medical Gas - AMEND 1."
- A completely filled and signed Limitation of Subcontracting form (VAAR 852.219-76).
- A proposal outlining technical capabilities in accordance with the Statement of Work.
- A statement acknowledging agreement with the solicitation's terms and conditions.
- Crucially, SDVOSB offerors must hold all applicable federal and state of Maine licenses for the wholesale distribution of medical-grade gases (regulated as prescription drugs) at the time of bid submission. These licenses must be in the Prime Contractor's name and cannot be subcontracted. Offerors must be registered in SAM.gov and complete annual representations and certifications electronically.
Evaluation Criteria
Award will be based on a comparative evaluation of quotations, considering Technical capability, Past Performance, and Price. The Government will select the responsible vendor whose quotation is technically acceptable and offers the lowest evaluated price, determining the most advantageous offer. Evaluation factors are not weighted.
