Scope of Work
The project requires the contractor to furnish all project management, labor, materials, and equipment for the complete replacement of the 7th Munitions Squadron's IDS. Key tasks include:
- Removal and disposal of the existing Monaco IDS.
- Provision and installation of a new Honeywell Vindicator IDS, including all necessary hardware, software, and licensing.
- Installation of fiber optic cabling and conduit, involving trenching (36 inches deep for 4-inch PVC), backfilling, landscaping, and installation of handholes and manholes.
- Comprehensive system testing, including 72-hour alarm functionality and cable testing.
- Delivery of operator and administrator training for SFS personnel. All work must be performed at specific buildings (9129, 9130, 9131, 9132, 9134, 9135, 9142, and 9143) at Dyess AFB, TX, in strict accordance with the Statement of Work and applicable regulations. A Honeywell certified technician is mandatory for installation and testing.

Submission & Evaluation

- Technical Approach: Max 5 pages, detailing proposed plan, preliminary project schedule, safety plan, Vindicator-specific equipment, and proof of technician certification.
- Past Performance Information: Max 1 page per reference (up to 5 references) for similar projects within the last five years. Evaluation will be based on Best Value, considering Price, Technical Acceptability, and Past Performance, with Technical and Past Performance approximately equal to Price. A rating of "Acceptable" or higher is required for the Technical factor.
