This is a combined synopsis/solicitation for commercial items to procure the construction and installation of three modular walls for the 91st OSS/CC at Minot AFB. The walls are intended to have a universal framework allowing for adjustments in dimension, fascia, and finish to maximize product lifespan. This announcement constitutes the only solicitation; proposals are requested, and a written solicitation will not be issued. It is a Request For Quotation (RFQ).

• Construction and installation of three modular walls:

  • Wall 1: 28ft 8in X 10' high drop ceiling
  • Wall 1: 15ft 8in X 10' high drop ceiling
  • Wall 1: 11ft 2in X 10' high drop ceiling

• Installation of the modular walls.

• The walls must have a universal framework allowing for changes in elevation, dimension, fascia function, and finish.

• Funds are not presently available for this contract; the Government's obligation is contingent upon the availability of appropriated funds.

• Place of Performance: 695 Minuteman Dr, Minot AFB, ND 58705.

• Questions due no later than January 20, 2026.

• Quotes must be submitted via email to the Points of Contact (POCs) and Contracting Officer no later than January 15, 2026, 11:00 AM CDT.

• Quotes must be valid for 60 days.

• Price quotations must be submitted on the provided document; technical submissions must be on a separate document.

• Evaluation Criteria: Technical Capability (must meet specifications) and Price.

• This acquisition is set-aside for 100% Total Small Business Competition.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) describes the requirements for the installation of new modular walls within the 91 OSS/CC section at 695 Minuteman Dr, Minot AFB, ND 58705.

• Installation of new modular walls with a universal framework allowing for changes in elevation, dimension, fascia function, and finish.

• Modular walls must feature demountable fascia and accessories for easy reconfiguration.

• Specific requirements for ceiling height, adjustable widths, top 1/3 clear glass (6mm single framed) and bottom 2/3 fabric-wrapped acoustic panels.

• Acoustic ratings required: up to 46 STC for glass, up to 48 STC for solid panels, and up to 85 NRC.

• Horizontal grain direction for fabric, silver metal finishes, ombre frosted glass, and barn style doors are specified.

• Integration into existing drywall and ceiling panels is required, with walls flush to the ground and free of gaps.

• Aluminum frames are to be used.

• Walls and doors must be in full working order, compliant with local building codes, and secured.

• Doors must close and latch without manual manipulation and not open/close without assistance.

• Specific dimensions for three walls are provided: Wall 1 (28 ft 8 in x 10 ft high), Wall 2 (15 ft 8 in x 10 ft high), and Wall 3 (11 ft 2 in x 10 ft high).

• Wall 1 will have two barn style doors, Wall 3 will have one barn style door, and Wall 2 will have no doors.

• All doors must be ADA compliant with frosted glass and vertical, rounded extra tall, silver door handles.

• Walls must be integrated into ceiling panels without gaps in drop tiles.

• Walls must be flush to the ground with no gaps or openings.

• Doors must close and latch without manual manipulation.

• Place of Performance: 91 OSS/CC, 695 Minuteman Dr, Minot AFB, ND 58705.

• Period of Performance: Must be completed within 120 days from contract award, including installation and removal of the existing system.

• Hours of Work: Monday-Thursday, 0700-1600, excluding legal holidays and AFGSC down days. Any work outside these hours requires prior approval.

• Vendors are responsible for verifying and measuring exact sizes to fit the areas.

• Product dimensions must comply with requirements prior to manufacture.

• Local codes and product restrictions must be verified by the End User.

• Substitutions or deviations must be itemized in writing with detailed product drawings.

• Must meet OSHA requirements.

• Contractor may use government-furnished power, water, and restroom facilities on site.

• Laydown/storage area to be coordinated with the Site POC.

• All commercial vehicles require base access through the South Gate (US-83).

• Contractors entering the base must submit information for an Entry Authority Letter (EAL), including a background check.

• Contractor performance may be interrupted due to high priority mission schedules or no-notice events.

• Government may stop or delay work due to weather, exercises, or mission necessities.

• Contractor is required to clean up daily and remove all debris.
