This solicitation is for a Multiple Award Task Order Contract (MATOC) for services related to mitigation, wetland/riparian restoration, vegetation clearing, and elderberry transplanting. The government intends to award to qualifying offerors who submit technically acceptable proposals that meet all solicitation requirements.

• Previous Experience (Pass/Fail): Offerors must submit four projects demonstrating experience in:

  • Mitigation (min. $600,000 value, 5 acres)
  • Wetland/Riparian Restoration (min. $350,000 value, 3 acres)
  • Vegetation Clearing (min. $350,000 value, 3 acres)
  • Elderberry Transplanting (min. $250,000 value, 40 elderberries)
  • Projects must have been awarded within the last 6 years and be at least 50% complete.

• Past Performance (Pass/Fail): Evaluated based on the four project types and thresholds. Government may seek information from various sources, including CPARS.

• Key Personnel (Pass/Fail): Resumes required for Program Manager, Contractor Quality Control Supervisor (CQCS), and Native Plant Specialist, meeting specific education, experience, and registration requirements.

• Contract Type: Multiple Award Task Order Contract (MATOC).

• Period of Performance: Orders may be issued from date of award through five years from date of award.

• Contract Value: Minimum order $225,000; Maximum order $50,000,000 per item or combination.

• Total Contract Value: Minimum $2,000.00, Maximum $50,000,000.00.

• Proposal Submission Deadline: 20 February 2026, 14:00 Local Time.

• Submission Method: Electronic via Procurement Integrated Enterprise Environment (PIEE) website in Adobe PDF format with OCR.

• Evaluation: Proposals will be evaluated on a Pass/Fail basis for technical factors. Price will be evaluated at the task order level. Award will be made to responsible offerors whose proposals are technically acceptable and most advantageous to the Government.

• Evaluation Factors:

  • Volume I: Technical Proposal and Past Performance Information (Factors 1, 2, 3)
  • Volume II: Representations, Certifications, and Other Statements of Offerors (Factors 1, 2)

• Page Limits: Volume I limited to 30 pages total for Factors 1, 2, and 3. Volume II tabs are exempt from page count.

• Set-Aside: Small Business (NAICS 561730, Size Standard $10,000,000).

• Other: Various clauses related to small business concerns, HUBZone, SDVOSB, WOSB, etc., are incorporated.

• Offerors must comply with all instructions, representations, and certifications. Failure to comply may result in ineligibility for award.

• The solicitation includes numerous FAR and DFARS clauses related to contract terms, conditions, representations, and certifications.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Multiple Award Task Order Contract (MATOC) for mitigation and vegetation clearing efforts within the Sacramento District Civil Works Area of Responsibility. The contract aims to cover efforts related to Flood Risk Management (FRM) features and mitigation for impacts from these features.

The MATOC will cover a range of services including:

• Vegetation clearing and habitat development
