• Safety: Comply with OSHA, motor vehicle safety, and adhere to a 15 MPH speed limit. Confined space entry requires certification and coordination with the Base Fire House. A Statement of Understanding for Base Confined Space procedures will be required.

• Environmental & Bio-Environmental: Contractors must use their own construction debris dumpsters for off-site dumping/removal. Hazardous material usage/storage requires review and written approval. Soil contamination must be reported immediately. Hazardous material storage requires appropriate containers.

• Security: Police checks require 14 calendar days for approval. Background checks must be submitted via email to Matt Long. An AF Form 75 is required for base entry. Contractors are responsible for securing site materials and tools. All employees requiring base access must possess REAL ID-compliant identification.

• Fire Department: A Burning/Welding Permit is required if open flames or sparks will be generated. Emergency response is 911.

• Real Property Worksheet: Contractors must complete and turn in the Real Property Worksheet 1354 at the end of the project and keep track of material quantities and costs.

• Base Operation/Airport: Keep all foreign object debris (FOD) from the airfield.

• Communications Flight: Submit radio frequencies for approval before operating on Base.

• This is a 100% Small Business Set-Aside (SB).

• Project is tax exempt.

• Proposal Package: Must include signed SF 1442 (Blocks 20a, 20b, 20c), priced Section 00010 Line Items, and a one-page capability statement detailing relevant experience and points of contact. If experience was as prime contractor, include contract/task order number.

• SF 1442: Ensure Block #17 (acceptance), Block #19 (acknowledge amendments), and Blocks 20A and 20B (sign) are completed.

• Amendments: All amendments must be acknowledged.

Solicitation / RFP / RFQ

This solicitation is a Request for Proposal (RFP) for the "AATTC Trailers Reconfiguration" project, specifically the "AATTC North and South Trailer Reconfiguration." Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for reconfiguring and removing AATTC trailers to enhance security, functionality, and resilience of ANG infrastructure.

This project is divided into three phases:

• Phase 1: Interior Upgrades (South Trailers)

  • Convert an existing room into a fully operational SIPR café.
  • Install three new quad SIPR ports and relocate the existing SIPR cabinet.
  • Provide an external raceway system with SIPR-appropriate CAT6 cabling.
  • Redirect in-floor power and reconfigure existing door access.
  • Includes demolition, paint, ceiling, flooring, base trim, electrical work, door modifications, and NIPR/SIPR cabling.

• Phase 2: Exterior Upgrades (South Trailers)

  • Install a continuous exterior-rated vapor barrier behind skirting for weather protection.
  • Insulate piping under trailers and install heat tape for sewer lines.
  • Install a lockable access panel and seal the building envelope.
  • Install a new awning over the exposed entry door.
  • Includes paint, ceiling, flooring, base trim, skirting, vapor barrier installation, piping insulation, building exterior sealing, and awning installation.

• Phase 3: Decommissioning and Removal (North Trailers)

  • Decommission and remove the North AATTC trailers.
  • Repair existing decking that joined North and South trailer groups.
  • Construct new guardrail and stairs on the repaired decking.
  • Remove cameras and low-voltage wiring from North trailers.
  • Remove North trailer skirting and lockable access panels.
  • Includes demolition of skirting, access panels, interior components, security cameras, electrical, plumbing, sewer, HVAC, communications, water heaters, showers, cabinets, and fire alarm systems.

• All work must be conducted in accordance with applicable state and federal laws, ANG policies and regulations.

• Contractor is responsible for clean-up and removal of all debris and unused material.

• Contractor is responsible for repairing any damage to existing government property.

• Specific installation methodologies and standards (e.g., BICSI, NEC, TIA/EIA) must be followed.

• Project Location: AATTC Trailers, 139th Airlift at Rosecrans Memorial Airport, St. Joseph, Missouri.

• Performance Period: 50 calendar days from Notice to Proceed (NTP).

  • Phase 1 and 2: 20 Days (NLT March 15, 2026)
  • Phase 3: 30 Days (NLT April 24, 2026)

• Hours of Operation: 0700 - 1600 Monday through Friday, excluding Government Holidays.

• Contractor personnel requiring base access must possess REAL ID compliant identification.

• Background checks must be submitted at least 7 working days prior to access.

• Contractor must provide O&M Manuals and warranty information for new devices.

• Hazardous materials must be registered with the base Hazardous Material Pharmacy.

• Fire protection measures (e.g., fire extinguishers) are required.

• Digging permits are required for any digging.

• Information Assurance (IA) / Information Technology (IT) training and certification requirements apply.
