Scope of Work

The project is divided into three phases:

  • Phase 1: Interior Facility Upgrades (South Trailers)
    • Convert Room 109 into a SIPR cafè, including installation of new SIPR ports, relocation of an existing SIPR cabinet, installation of external raceway and CAT6 cabling, rerouting of power and NIPR LAN cabling, and reconfiguration of door access. This phase also includes demolition, painting, ceiling/flooring repair, and base trim work.
  • Phase 2: Exterior Facility Upgrades (South Trailers)
    • Install a continuous exterior-rated vapor barrier behind skirting, vertical metal paneling over existing skirting, insulate piping under trailers, test heat tape for sewer lines, relocate and install a lockable access panel, seal the building envelope, and install a new awning over the entry door.
  • Phase 3: North Trailer Area Modifications
    • This phase focuses on modifications to the area where the North AATTC trailers are located, excluding their decommissioning and removal by the contractor (which will be handled by MOANG). Work includes repairing existing decking that joined the North and South trailer groups, constructing new guardrails and stairs on the decking, removing cameras and low-voltage wiring from the North trailers, and removing North trailer skirting and lockable access panels. The open North side of the deck is to be closed off with pressure-treated plywood and metal skirting, and existing bowed/warped composite skirting must be replaced. Salvaged skirting boards from the North trailers may be reused.

Contract Details

  • Contract Type: Firm Fixed Price (FFP).
  • Period of Performance: Work must begin within 10 calendar days of Notice to Proceed. Phase 1 is to be completed NLT March 24, 2026. Phases 2 and 3 are to be completed NLT April 28, 2026. No work is permitted between March 24-27, 2026.
  • Magnitude of Construction: Estimated between $25,000.00 and $100,000.00.
  • Set-Aside: 100% Total Small Business Set-Aside.

Submission & Evaluation

  • Proposal Submission: Proposals must be submitted via email to the listed Points of Contact by January 30, 2026, at 10:00 AM Local Time. Submissions must include a signed SF 1442, priced Section 00010 Line Items, and a one-page capability statement.
  • Evaluation Criteria: Proposals will be evaluated based on technical risk and price, with the most advantageous offer representing the best value being selected.
  • Pre-proposal Conference: A pre-proposal conference and site visit were held on January 15, 2026.

Special Requirements

  • Base Access: All personnel require REAL ID-compliant identification and must undergo background checks, with forms submitted at least 7 working days prior to access. An AF Form 75 is required for base entry.
  • Technical Standards: Work must comply with applicable state/federal laws, ANG policies, and specific standards such as NEC and BICSI. A Registered Communications Design and Distribution (RCDD) engineer is required for communications cabling.
  • Environmental/Safety: Contractor must provide their own construction debris dumpsters for off-site disposal. Hazardous material usage requires registration with the base HMP. Fire protection and digging permits are required.
  • Documentation: O&M Manuals and warranty information for new devices are required.
