This Statement of Work (SOW) details the requirements for the reconfiguration and removal of AATTC trailers at the 139th Airlift Wing, Missouri Air National Guard.

This project is divided into three phases:

• Phase 1: Interior Upgrades (South Trailers)

  • Convert an existing room (Room 109) into a SIPR café.
  • Install three new quad SIPR ports and relocate an existing SIPR cabinet.
  • Install SIPR-appropriate CAT6 cabling and re-route power and NIPR LAN cabling.
  • Reconfigure existing door access.
  • Includes demolition, painting, ceiling repair, flooring repair, and base trim work.

• Phase 2: Exterior Upgrades (South Trailers)

  • Install a continuous exterior-rated vapor barrier behind skirting.
  • Install vertical metal paneling over existing skirting.
  • Insulate piping under trailers and test heat tape for sewer lines.
  • Relocate and install a lockable access panel.
  • Seal the building envelope and install a new awning over the entry door.
  • Includes demo of siding and pipe insulation, painting, ceiling repair, flooring repair, base trim, piping work, building exterior sealing, and awning installation.

• Phase 3: Decommissioning and Removal (North Trailers)

  • Decommission and remove the North AATTC trailers.
  • Repair existing decking where North and South trailers were joined.
  • Construct new guardrail and stairs on the decking.
  • Remove cameras and low-voltage wiring from North trailers.
  • Remove North trailer skirting and lockable access panels.
  • Includes demolition of skirting, interior components, electrical, plumbing, sewer, HVAC, communications, and water heaters. Also includes decking repair, railing construction, and stairway construction.

All work must comply with applicable state and federal laws and regulations, ANG policies and regulations, and the requirements of this SOW.

• Project Location: AATTC Trailers, 139th Airlift at Rosecrans Memorial Airport on 705 Memorial Drive (Airport Rd) in St Joseph, Missouri.

• Performance Period:

  • Phase 1: Not Later Than (NLT) March 20, 2026.
  • No work between March 24, 2026 – March 27, 2026.
  • Phase 2 and Phase 3: NLT April 28, 2026.

• Contractor must provide all necessary personnel, equipment, transportation, and materials.

• Contractor must adhere to specific installation methodologies and standards (e.g., National Electrical Code®, BICSI standards).

• Real ID compliant identification is required for base access.

• Contractor must provide O&M Manuals and Warranty information for new devices.

• Hazardous materials must be registered with the base HMP.

• Fire protection and digging permits are required.

• Contractor is responsible for providing appropriate disposal bins and off-base disposal of all debris.

• Information Assurance (IA) / Information Technology (IT) training and certification requirements apply.

• Contractor must comply with OPSEC and AT/FP provisions.

• Sustainable procurement requirements for carpeting, LVL flooring, and concrete should be considered.

• Procedures for inadvertent archeological finds are outlined.

Amendment / Modification

This amendment (0001) to solicitation W50S7G26RA005, dated 08 JAN 2026, modifies the original solicitation.

Key changes include:

• Revised proposal due date.

• Revised Statement of Work (SOW).

• An additional sight visit is scheduled for 27 Jan at 1000.

• All work will be performed in accordance with the updated SOW.

• CLIN Schedule (Section 00 10 00):

  • CLIN 0001: Phase 1 remains interior facility upgrades to AATTC South trailers. Phase 2 is now focused on exterior facility upgrades to AATTC South trailers.
  • CLIN 0002: Phase 3 has been redefined to include skirting around North trailers, access panels on skirting, and security cameras.   • CLIN 0002: Period of Performance is now 23 Feb 2026 to 28 Apr 2026.

• The proposal due date has been extended.

• Environmental & Bio-Environmental: Contractors must use their own construction debris dumpsters for off-site dumping/removal. Hazardous material usage/storage requires review and written approval. Soil contamination must be reported immediately. Hazardous material storage requires appropriate containers.

• Security: Police checks require 14 calendar days for approval. Background checks must be submitted via email to Matt Long. An AF Form 75 is required for base entry. Contractors are responsible for securing site materials and tools. All employees requiring base access must possess REAL ID-compliant identification.

• Fire Department: A Burning/Welding Permit is required if open flames or sparks will be generated. Emergency response is 911.

• Real Property Worksheet: Contractors must complete and turn in the Real Property Worksheet 1354 at the end of the project and keep track of material quantities and costs.

• Base Operation/Airport: Keep all foreign object debris (FOD) from the airfield.

• Communications Flight: Submit radio frequencies for approval before operating on Base.

• This is a 100% Small Business Set-Aside (SB).

• Project is tax exempt.

• Proposal Package: Must include signed SF 1442 (Blocks 20a, 20b, 20c), priced Section 00010 Line Items, and a one-page capability statement detailing relevant experience and points of contact. If experience was as prime contractor, include contract/task order number.
