Scope of Work

NOAA anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for professional A/E services in accordance with FAR Subpart 36.6 (The Brooks Act). The period of performance for each region will be five (5) years.

  • Geographic Coverage:
    • Eastern Region: Approximately 35 states and territories (e.g., AL, FL, GA, NY, VA).
    • Western Region: Approximately 20 states and territories (e.g., AK, CA, HI, OR, WA).
    • The Government reserves the right to utilize the contractor in other U.S. locations on an exception basis.
  • Typical Services: Architecture, multi-discipline engineering (structural, mechanical, electrical, civil, fire protection, geotechnical), waterfront/coastal engineering, environmental assessments (NEPA), energy audits, LEED implementation, master planning, surveying, cost estimating, design, design/build requirements development, and construction phase services (Title II).

Interested firms must submit a Capability Statement demonstrating their qualifications.

    • Demonstrated Capabilities: Evidence of managing at least three simultaneous A/E projects, documentation of past performance across disparate locations, and summary of three projects where requirements documents for Design-Build (DB) delivery were developed. Project experience can include participation as part of a design/build team.
    • Professional Licensing and Experience: Ability to obtain licensing in the Western Region states/territories and experience with DBIA, Design Build Done Right, and design-build methodology.
