Purpose
This Sources Sought is for market research purposes only, pursuant to FAR Part 10, to determine procurement methods, including potential small business set-asides. It is not a request for proposals, bids, or quotations.
Scope of Work
NOAA anticipates awarding one or more IDIQ contracts for professional A/E services in accordance with FAR Subpart 36.6 (The Brooks Act). Services will support facilities repair, renovation, modernization, and alteration. Typical services include architecture, multi-discipline engineering (structural, mechanical, electrical, civil, fire protection, geotechnical), waterfront/coastal engineering, environmental assessments (NEPA), energy audits, LEED implementation, master planning, surveying, cost estimating, design, design/build requirements development, and construction phase services (Title II). Firms are expected to service the entire region for which they are awarded.
Contract Details
- Contract Type: Anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) with negotiated firm-fixed-price task orders.
- Period of Performance: Five (5) years from award for each region.
- Estimated Value: Cumulative amount not to exceed $9.9M per IDIQ (up to two IDIQs). A minimum of $2,500 in task order work shall be awarded.
- NAICS Code: 541330 – Engineering Services, with a $25.5 million small business size standard.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
Submission Requirements
Interested firms must submit a Capability Statement (not to exceed 10 pages for single-print or 5 pages front and back, in PDF format) including:
- Corporate Information: Legal Name, Address, UEI, Socio-economic Status, Point of Contact.
- Demonstrated Capabilities: Evidence of managing at least three simultaneous A/E projects, documentation of past performance across disparate locations, and a summary of three projects where requirements documents for Design-Build (DB) delivery were developed. Other Design-Build experience may also be submitted.
- Professional Licensing and Experience: Ability to obtain licensing in the relevant region's states/territories and experience with DBIA, Design Build Done Right, and design-build methodology.
