Submission & Evaluation
This is a two-step process:
- White Paper Submission: Due by September 20, 2027. White papers are limited to 4 pages (plus a 1-page quad chart) and must include a Rough Order of Magnitude (ROM) cost. Submissions must be one electronic copy via e-mail.
- Proposal Submission: Invited offerors will submit technical and cost proposals within 30 working days of the request. Proposals must be one electronic copy in Microsoft Office or Adobe format. Evaluation Criteria: White papers are reviewed for technical approach, research interest, and funding availability. Proposals are evaluated primarily on technical merit, followed by cost/price. Key Forms: New requirements include submitting SF 424, Research and Related Senior/Key Person Profile (Expanded) Form, and a Security Program Plan (including a Security Program Questionnaire) for all Senior/Key Personnel. For assistance instruments, Grants.gov registration and submission (which can take up to four weeks) are required.
