Submission & Evaluation
This is a two-step process:
- White Paper Submission: White papers, limited to 4 pages plus a 1-page quad chart, must include a Rough Order of Magnitude (ROM) cost. They are reviewed for technical approach, research interest, and funding availability.
- Proposal Submission: Invited offerors will submit technical and cost proposals within 30 working days of notification. Proposals are evaluated primarily on technical merit, then cost/price. Submission Method: White papers and proposals must be submitted electronically via e-mail. For assistance instruments, submissions are via Grants.gov. Required Documents: Submissions must include a completed SF 424, Research and Related Senior/Key Person Profile (Expanded) Form, and a Security Program Plan (including a Security Program Questionnaire) for all Senior/Key Personnel, for S&T Protection review.
