Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Air Force, through the Air Force Research Laboratory (AFRL/RXC) Structural Materials Division, is soliciting white papers under an Open Broad Agency Announcement (BAA) for research and development in Structural Materials technologies. This BAA supports the Structural Materials and Applications mission, covering scientific discovery through technology development and transition. The total estimated program cost is up to $800,000,000.00, with individual awards ranging from $50,000 to $50,000,000. White papers are due by September 20, 2027.

Scope of Work

The BAA seeks research across two primary contexts:

  • Structural Materials Competency Needs: Includes advanced ceramics and ceramic matrix composites (CMCs), polymer matrix composites (PMCs), composite performance prediction, advanced metallic materials and processes, characterization, sensing, analytics (NDE/I, CBM+), and Integrated Computational Materials Science and Engineering (ICMSE).
  • Air Force Application Needs: Focuses on materials for propulsion, space, hypersonics and thermal protection, munitions, advanced material characterization, sustainment, and airframe applications (e.g., Ultra-High Temperature Ceramics (UHTCs), electromagnetic protection).

Contract & Timeline

  • Type: Broad Agency Announcement (BAA) for various contract types (FAR-based: CPFF, FPP, Cost Reimbursement, Cost Share; or Other Transaction (OT) for Prototype/Research, grants, cooperative agreements).
  • Estimated Program Value: Up to $800,000,000.00 total.
  • Individual Award Value: $50,000 to $50,000,000.
  • Duration: Anticipated 12 to 60 months per award.
  • Set-Aside: None (Unrestricted; small businesses encouraged).
  • White Paper Due: September 20, 2027.
  • Published: February 19, 2026.

Submission & Evaluation

This is a two-step process:

  1. White Paper Submission: White papers, limited to 4 pages plus a 1-page quad chart, must include a Rough Order of Magnitude (ROM) cost. They are reviewed for technical approach, research interest, and funding availability.
  2. Proposal Submission: Invited offerors will submit technical and cost proposals within 30 working days of notification. Proposals are evaluated primarily on technical merit, then cost/price. Submission Method: White papers and proposals must be submitted electronically via e-mail. For assistance instruments, submissions are via Grants.gov. Required Documents: Submissions must include a completed SF 424, Research and Related Senior/Key Person Profile (Expanded) Form, and a Security Program Plan (including a Security Program Questionnaire) for all Senior/Key Personnel, for S&T Protection review.
