Purpose & Scope

ACC HQ aims to obtain innovative solutions or potential new capabilities that fulfill requirements, close capability gaps, or provide technological advancements. Solutions may include existing technologies or procedures not currently in use by the United States Air Force (USAF). "Innovative" is defined as any technology, process, application, or method, including research and development, which is new as of the proposal submission date. The CSO encourages white-paper proposals addressing specific technology topics listed in Attachment 7, which include areas like Target Custody, Cross-Domain Security, AI/ML applications, and Zero Trust solutions. All acquired items, technologies, and services will be treated as commercial items.

Contract Details

Awards will be made as FAR Part 12 contracts or Other Transactions (OT). Funding is not currently available for the topics; however, industry responses will be reviewed, prioritized, and funding will be sought by ACC HQ for optimal solutions. The price and affordability of proposed technologies will be a factor. The Government reserves the right to fund all, some, one, or none of the proposals, or to fund parts of proposals incrementally. All awards are subject to the availability of funds.

Submission & Evaluation

This CSO utilizes a two-phased submission process:

  • Phase I: Offerors must submit Quad Charts (Attachment 1) and White Papers (Attachment 2). These submissions are evaluated based on technical merit/applicability, importance to agency programs, and funding availability, all of equal importance. Evaluation will be by peer or scientific review.
  • Phase II: Only offerors invited after Phase I will submit a formal price and technical proposal (Attachments 3-5). These proposals must be submitted within 30 calendar days of notification. Phase II proposals are evaluated on technical merit, importance to agency programs, and funds availability, with price considered for fairness and reasonableness. Offerors must be registered in SAM for Phase II.
