Submission & Evaluation
This CSO utilizes a two-phased submission process:
- Phase I: Interested offerors must submit unclassified Quad Charts (Attachment 1) and White Papers (Attachment 2). These submissions are retained for up to 36 months and may be selected for Phase II at any time.
- Phase II: Only offerors invited by the Contracting Officer may submit formal proposals (Attachments 3-5) within 30 calendar days of notification. Offerors must be registered in SAM.gov and meet responsibility requirements.
- Evaluation Criteria (Phase II): Proposals will be evaluated based on technical merit/applicability, importance to agency programs, and funding availability. Price will be considered to determine if it is fair and reasonable.
