Submission & Evaluation
This CSO utilizes a two-phased submission process:
- Phase I: Offerors submit Quad Charts and White Papers (following formats in Attachments 1 and 2) at any point during the two-year open period. These submissions are evaluated for technical merit/applicability, importance to agency programs, and funding availability.
- Phase II: Only invited offerors will submit formal technical and price proposals (following formats in Attachments 3-5) within 30 calendar days of notification. Phase II proposals are evaluated on the same criteria as Phase I, with price also considered for fairness and reasonableness. Offerors must be registered in SAM.gov for Phase II and meet FAR Part 9.1 requirements.
