Contract & Timeline
Awards will primarily be FAR Part 12 fixed-price type contracts or 10 USC 4022 Other Transactions for Prototype (OTP), potentially including follow-on production agreements. The CSO is active indefinitely and will be updated annually until terminated. The overall response date is April 30, 2030.
Submission & Evaluation
Specific "Spirals" will be posted on SAM.gov, detailing submission instructions, dates, and evaluation criteria. Spirals may utilize a One-Step process (requiring a Commercial Solutions Proposal - CSP) or a Two-Step process (requiring a Commercial Solutions Brief - CSB, followed by a CSP for selected offerors). Evaluation factors for CSBs include Technical Merit and Applicability, and Funding Availability. CSPs add Importance to Agency Programs and Price. Offerors must be registered in SAM.gov.
Eligibility & Security
Foreign participation is prohibited, and firms under foreign ownership, control, or influence will not be permitted. No set-asides are anticipated. Proposals must include a Security Program Questionnaire (Appendix 2), a Research and Related Senior and Key Person Profile Worksheet (Appendix 3), and a Privacy Act Statement (Appendix 4) for security risk reviews to protect Department of the Air Force Science and Technology.
