Contract Details
This is an unrestricted Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with an unlimited maximum dollar ceiling for both the Master Contract and individual Task Orders. The minimum contract guarantee is $2,500 per Alliant 3 Base Contract for the full term. The period of performance is a 5-year base with a single 5-year option, for a potential cumulative term of 10 years. A Contract Access Fee (CAF) of 0.75% applies. Small Business subcontracting goals are outlined, with a total goal of 50% for Small Business.
Evaluation Factors
Proposals were evaluated using a "Highest Technically Rated Offerors with a Fair and Reasonable Price (HTR/F&RP)" approach. Non-price factors, including Past Performance, Relevant Experience, Systems, Certifications, and Clearances, and Organizational Risk Assessment, were considered significantly more important than price. Pricing was evaluated on an Acceptable/Unacceptable basis for the top technically rated offers. Climate-related risk management and greenhouse gas (GHG) requirements were removed from evaluation criteria by Amendment 0009.
