Quick Summary

The U.S. General Services Administration (GSA) has issued a Request for Proposal (RFP) for the Alliant 3 Governmentwide Acquisition Contract (GWAC), an unrestricted Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for comprehensive information technology (IT) services. The GSA recently announced Phase One awards to 43 offerors on February 20, 2026, with a total of 76 awards (plus ties) anticipated. Offerors not selected in Phase One remain eligible for future award phases.

Scope of Work

The Alliant 3 GWAC encompasses a broad range of IT services-based solutions, including current and emerging technologies, to meet federal mission needs worldwide. This includes, but is not limited to, 3-D Printing Integration, Agile Development, Artificial Intelligence, Cloud Computing, Cybersecurity, Data Centers, Digital Government, Internet of Things (IoT), IT Helpdesk, Mobile-Centric Application Development, Quantum Computing, and Zero-trust Networks. The scope aligns with Federal Enterprise Architecture (FEA) and Department of Defense Information Enterprise Architecture (DoD IEA) Reference Models.

Contract Details

This is an unrestricted Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with an unlimited maximum dollar ceiling for both the Master Contract and individual Task Orders. The minimum contract guarantee is $2,500 per Alliant 3 Base Contract for the full term. The period of performance is a 5-year base with a single 5-year option, for a potential cumulative term of 10 years. A Contract Access Fee (CAF) of 0.75% applies. Small Business subcontracting goals are outlined, with a total goal of 50% for Small Business.

Evaluation Factors

Proposals were evaluated using a "Highest Technically Rated Offerors with a Fair and Reasonable Price (HTR/F&RP)" approach. Non-price factors, including Past Performance, Relevant Experience, Systems, Certifications, and Clearances, and Organizational Risk Assessment, were considered significantly more important than price. Pricing was evaluated on an Acceptable/Unacceptable basis for the top technically rated offers. Climate-related risk management and greenhouse gas (GHG) requirements were removed from evaluation criteria by Amendment 0009.

Key Dates & Status

  • Proposal Submission Deadline: April 11, 2025, 4:00 p.m. ET (Final deadline after multiple extensions).
  • Phase One Award Notice: February 20, 2026.
  • Anticipated Full Award: GSA intends to make Alliant 3 GWAC awards in Q2 of FY26.
  • Debriefings: Will be provided once all award phases are completed.

Important Updates

Offerors were required to monitor their Symphony accounts for exchanges, as failure to respond could result in removal from consideration. Amendment 0012 included Other Transactional Agreements (OTAs) and Basic Ordering Agreements (BOAs) as acceptable contract types for relevant experience and updated timeliness for appraisals and certifications. The GSA GWAC webpage (www.gsa.gov/gwacs) provides information for federal customers on when awardees can accept task orders.
