The Alliant 3 GWAC provides a broad scope of IT services, including emerging technologies such as Artificial Intelligence, Cloud Computing, Cybersecurity, Data Centers, Internet of Things, Quantum Computing, and Zero-trust Networks. The contract has an unlimited ceiling, a $2,500 minimum guarantee per base contract, and a potential 10-year period of performance (5-year base + 5-year option). A 0.75% Contract Access Fee (CAF) applies.
Evaluation & Submission (Historical)
Proposals were evaluated using a "Highest Technically Rated Offerors with a Fair and Reasonable Price (HTR/F&R/P)" approach, where non-price factors (Past Performance, Relevant Experience, Systems, Certifications, and Clearances, Organizational Risk Assessment) were significantly more important than price. Price was evaluated only for the top 76 technically rated offers. The final proposal submission deadline was April 11, 2025, via the Symphony platform. Key submission requirements included GSA Form 527 for financial information (which could be password-protected) and the mandatory J.P-11 C-SCRM Responsibility Questionnaire.
Key Amendments & Clarifications
Significant amendments throughout the solicitation period included extensions to the proposal due date, clarification on acceptable contract types (Other Transactional Agreements and Basic Ordering Agreements) for relevant experience, and updates to certification timeliness. Notably, requirements related to Greenhouse Gas (GHG) emissions and Climate Risk Management Plans were removed or modified in response to Executive Orders 14154 and 14148.
