Solicitation / RFP / RFQ

This is a Request for Quotations (RFQ) for America250 Promotional Items for the U.S. Mission Japan. The U.S. Government intends to award an indefinite-delivery indefinite-quantity (IDIQ) contract with firm fixed price to the responsible company submitting an acceptable quote at the lowest price. The U.S. Embassy Tokyo intends to award the contract based on initial quotations, without holding discussions, though discussions may be held if needed.

The contractor shall produce and deliver branded America250 promotional items for the U.S. Mission Japan. All items must match previously approved designs, specifications, branding, and quality standards. Specific items include Caps, Baseball + Stand Sets, Paper Fans, Tote Bags, Whiskey Glasses, Happi Coats, Premium and Standard Pens, Wooden Omamori, Premium and Standard Notebooks, and Commemorative Pins. Detailed specifications for each item are provided in the Statement of Work (SOW).

• Contract Type: Indefinite-Delivery Indefinite-Quantity (IDIQ) with firm fixed price.

• Period of Performance: From contract award through January 31, 2027.

• Estimated Value: Minimum of $15,000.00 USD; Maximum of $350,000.00 USD.

• Quotations are due by 12:00 noon, Friday, March 6, 2026 (JST).

• Submission Method: Electronically via email to ChumaMX@state.gov. Email size must not exceed 15MB; larger submissions must be made in separate emails.

• Questions Deadline: Tuesday, February 24, 2026, 3:00 p.m. (JST) via email to ChumaMX@state.gov.

• Evaluation Criteria: Award will be made to the lowest priced, technically acceptable, and responsible offeror. Price will be determined by multiplying offered prices by estimated quantities. Acceptability will be assessed based on compliance with RFQ terms and technical information. Responsibility will be determined based on financial resources, ability to comply with performance period, integrity, organization, experience, skills, equipment, facilities, and eligibility.

• U.S. firms are eligible to be paid in U.S. dollars. Foreign firms must submit prices and receive payment in Japanese Yen.

• All U.S. Contractors must be registered in the SAM (System for Award Management) database prior to contract award.

• No payment will be made for preparation and submission of quotations.

• U.S. Embassy Tokyo is exempt from Japanese consumption taxes.
