• Language Requirement: Services are strictly for American Sign Language (ASL) only.
• Interpreter Qualifications: A "Qualified Interpreter" is defined as one able to sign what is spoken and voice what is signed. Certification (e.g., RID/NIC) is not required if the interpreter possesses the necessary skills for effective, accurate, and impartial communication, including specialized vocabulary. Prior military or hospital interpreting experience is not required.
• Service Delivery: Services are primarily on-site, with no current need for virtual interpreting services (VRI). Services are scheduled per assignment, not on-site for set shifts, and will occur during administrative meetings and command events. The primary end-users are civilian staff.
• Volume & Scheduling: Estimated volume is 1 hour per month, with command events averaging 2-3 per year. Services are required Monday-Friday between 7:30 am and 4:00 pm.
• Security & Access: Base access credentials are sufficient; no specific security clearances are required. Onboarding, credentialing, and badging requirements are none for this contract.
• Training: The contractor shall provide HIPAA/Privacy training for its employees; the Human Resource Office does not provide this training.
• Past Performance: Offerors must document 3 years of relevant experience within the past 5 years using Attachment 2 (Past Performance Questionnaire). Multiple Attachments 2 may be submitted if services were provided to more than one entity.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure American Sign Language (ASL) Interpreter Services for the U.S. Naval Hospital, Guam. The services are required to provide on-site ASL interpretation for individuals who fall under the American Disability Act, as well as to cover short notice requests and cancellations.

• On-Site American Sign Language (ASL) Interpreter Services.

• Provision for short notice requests (48 hours).

• Provision for short notice cancellations (less than 36 hours before the event).
