Scope of Work

Evaluation Factors
Award will be made to the offeror whose proposal is determined to be the Lowest Price Technically Acceptable (LPTA). Technical proposals will be evaluated on a pass/fail basis (Acceptable/Unacceptable), and pricing will be assessed for completeness, reasonableness, and balance.
Submission Requirements
Proposals must be submitted electronically via email to amber.k.peeples.civ@army.mil (courtesy copy to david.l.gecewicz2.civ@army.mil). The proposal must be organized into three distinct volumes:
- Volume I: Administrative
- Volume II: Technical Execution Plan (addressing PWS requirements, pre-performance verification, certification maintenance, personnel replacement, and safety system checks)
- Volume III: Price (using the provided pricing template, accounting for fully burdened labor rates and inflation). The entire proposal, including all attachments, must be contained in a single email not exceeding 5 megabytes. Attachments must be in .pdf, .doc, .docx, .xls, or .xlsx format. Offerors must hold prices firm for 60 calendar days.
Additional Notes
Offerors must be actively registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible for award and must maintain active registration throughout the contract life. The Wage Determination document (Attachment 0002) provides minimum wage rates and fringe benefits under the Service Contract Act, which must be incorporated into pricing.
